The Awardees of 2014 SEAMEO-Japan ESD Award
Theme: Fostering Global Citizenship for Sustainable Future

The Southeast Asian Ministers of Education Organization (SEAMEO) and the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan in cooperation with UNESCO Asia and Pacific Regional Bureau for Education would like to congratulate all awardees and express appreciation to schools who participated in the 2014 SEAMEO-Japan Education for Sustainable Development (ESD) Award under the theme of 'Fostering Global Citizenship for Sustainable Future'.

Appreciation is also extended to the Ministries of Education of Southeast Asian countries, SEAMEO Regional Centres and Educational Development Agencies who contributed and supported this 2014 SEAMEO-Japan ESD Award.

Details of the 2014 SEAMEO-Japan ESD Award
Theme: Fostering Global Citizenship for Future Sustainable Future

   
I. Introduction

In 2002, the United Nations General Assembly adopted Resolution 57/254 and declared the period 2005-2014 as the œUnited Nations Decade of Education for Sustainable Development (DESD) and appointed UNESCO as the lead agency in coordinating and promoting the implementation of the decade.

In its declaration, the United Nations General Assembly defined ESD as a œdynamic and expansive undertaking that envisions a world where every person has the chance to benefit from educational opportunities and to learn the lifestyles, behaviours and values necessary to create a sustainable future.

A series of regional and national DESD launches followed the declaration in different parts of the world. The DESD offers an opportunity to promote the vision of a more sustainable and just global community through different forms of education that enable individuals to develop the understanding, knowledge, skills and values necessary to improve the quality of life in a sustainable manner. ESD consists of three pillars of sustainable development: society; environment; and economy. The perspectives of ESD under each pillar are as follows:

  • Socio-Cultural Perspectives: human rights, peace and human security, gender equality, cultural diversity and intercultural understanding, health, HIV/AIDS and governance.
  • Environmental Perspectives: natural resources, biodiversity, climate change, rural transformation, sustainable urbanization, and education for disaster risk reduction and mitigation.
  • Economic Perspectives: poverty reduction, corporate responsibility and accountability, and market economy.

In support of the DESD, the Southeast Asian Ministers of Education Organization (SEAMEO) and the Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT) in cooperation with UNESCO Asia and Pacific Regional Bureau for Education and the Bank of Tokyo-Mitsubishi UFJ, Ltd. are committed to promote good practices in ESD in schools across Southeast Asia by organizing the SEAMEO-Japan Education for Sustainable Development (ESD) Award. The award is organized annually from 2012 to 2014.

The objectives of the SEAMEO-Japan ESD Award are:

  1. To raise awareness of Education for Sustainable Development (ESD) in schools and communities across Southeast Asia;
  2. To promote ESD best practices in schools and communities across Southeast Asia;
  3. To share and exchange knowledge and best practices on ESD in schools across Southeast Asia and Japan; and
  4. To encourage networking among schools and communities which implement ESD practices in both Southeast Asian countries and Japan.

The first awards scheme in 2012 was conducted under the theme of: œEducation for Disaster Risk Reduction. This initial competition attracted entries from 69 schools in Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Vietnam.

The award in 2013 was conducted under the theme of œValues Education and participated by 126 schools from 8 Southeast Asian countries, namely, Brunei Darussalam, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Vietnam.

II. Theme for 2014: œFostering Global Citizenship for Sustainable Future

In contemporary times, globalization has brought people closer together in societies across the world. International integration increases interdependence, connectivity and the development of integrated societies with a greater respect for social, cultural, political, economic and environmental differences. This integrated society has brought about new issues and challenges, including the need to preserve and protect our natural resources and the environment; development of peaceful and harmonious communities; and reduction of inequalities among people.

In order to create a more sustainable future in this integrated society, according to the goal of the Decade of Education for Sustainable Development (DESD), education is an important tool that fosters sustainable development for our future society together. One of the approaches which can lead to a more sustainable future is to educate our children to become global citizens with the skills, knowledge and the attitude required to cope with the issues and challenges instigated by globalization. Our children should be equipped with competencies that enable them to engage and assume active roles to resolve challenges, both locally and globally, and to become proactive contributors to a more just, peaceful, tolerant, inclusive, secure, and sustainable world.

In the context of globalization, countries in Southeast Asia have agreed to become œone community by 2015. This regional unity requires Asian children/students to become good citizens of their respective countries, the greater region, and the world. Being a good global citizen will enable children to contribute to the promotion of sustainable development for a more sustainable future for us all. Taking into consideration the importance of this regional integration and the challenges of globalization, the SEAMEO-Japan ESD Award scheme has selected œFostering Global Citizenship for Sustainable Future as the theme for the 2014 SEAMEO-Japan ESD Award.

The objectives of this year™s award scheme are:

  1. To raise awareness of the importance of education in advancing global citizenship for the promotion of sustainable development in schools and communities in Southeast Asia and Japan;
  2. To promote and share initiatives and good practices that support sustainable development through related global citizenship programmes in schools;
  3. To encourage schools to develop and improve current Education for Sustainable Development activities and programmes.

Under the theme of œFostering Global Citizenship for Sustainable Future, schools that have good practices in policies, management plans, the curriculum, innovative teaching and learning methodologies, and activities/programmes that promote and enhance skills, knowledge, and competencies for global citizenship will be recognized in this year™s award scheme.

The schools may consider some of the following core competencies of global citizenship that contribute to the promotion of sustainable development in their entry. However, the schools are free to identify core competencies which are related to the theme in their programmes.

  1. Knowledge and understanding of specific global issues and trends, and knowledge and respect for key universal values (e.g., peace, human rights, diversity, justice, democracy and caring non-discrimination, tolerance, etc.,);
  2. Cognitive skills for critical, creative and innovative thinking, problem-solving and decision making;
  3. Non-cognitive skills such as empathy, openness to experiences and other perspectives, interpersonal/communicative skills and aptitude for networking and interacting with people of different backgrounds and origins; and

III. All schools in Southeast Asian countries are invited to enter the competition

All public and private kindergarten/ elementary/ secondary schools in 11 Southeast Asian countries namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Vietnam are invited to submit the information of the school™s programme/project/activity related to the theme.

IV. Prizes for the winning schools
 
1) 1st Prize
  • US$1,500
  • A study tour to Japan for four days (The organizer will sponsor the travel expenses for 4-6 persons which includes roundtrip airfares, accommodation for 3 nights, domestic transportation in Japan, interpreter, and visa fees)
2) 2nd Prize
  • US$1,000
3) 3rd Prize
  • US$500
4) A Special Prize from the SEAMEO Secretariat for the best programme carried out in small schools of less than 250 students
  • US$1,000

All winning schools will receive a plaque of recognition and a certificate for teachers and students involved in planning and implementing the school™s programme.

A representative of the winning schools will be sponsored to participate in the award presentation ceremony which will be held at the SEAMEO High Officials Meeting in November 2014 in Thailand.

All participating schools that have submitted entries relevant to the theme will be recognized (name, project name and country) on the SEAMEO website and the winning schools™ details will also be posted on the SEAMEO Website.

V. Judging criteria

The judging committee will consider the following criteria in selecting the winning schools:

1. Strategy/ Modality of Implementation

    • Promotion of global citizenship is emphasized and incorporated into school policies, management plans, and teaching and learning programmes within the school.
    • The entry indicates that the school has promoted/encouraged the development of global citizenship competencies that contribute to the promotion of sustainable development.
    • The school has demonstrated the use of participatory processes “ involving students, teachers, parents and/or communities “ in planning and implementing the programme.
    • Appropriate and effective methods and resources are used to implement the programme.
    • Monitoring and evaluation mechanisms or processes are identified to safeguard the immediate and long-term outcomes of the programme.

2. Innovation and Creativity

    • The school™s programme has demonstrated innovative practices in promoting global citizenship competencies for sustainable development.
    • The entry is a new idea/concept or an improved/adapted version of existing activities.

3. Teaching and Learning Methodologies

    • Core competencies, as identified in the entry, have been integrated into subjects and the curriculum.
    • The school has demonstrated effective teaching and learning methodologies that have been applied to instill global citizenship core competencies such as participatory teaching and learning methodologies, and the use of effective ICT or other multi-media technologies within the programme.

4. Partnership, Community Participation and International Connection

    • The school has demonstrated a determined effort to create a mechanism of networking and partnership with different partners within the community and/or among other communities to co-implement the school programme.
    • The school has demonstrated a mechanism to create a linkage for an international connection, such as an association with other schools in different socio-cultural contexts, or in other countries.
    • The school has shown that the programme has strengthened student involvement in local and international communities.

5. Sustainability

    • The school has demonstrated a clear future plan on how to sustain the programme.
    • The school has integrated the concept of global citizenship within the school management plan and teaching and learning activities across subjects for long-term actions.

6. Impact

    • Results, after/during implementation, have revealed the effectiveness and benefits of the school programme to students, teachers, parents and the wider community.
    • The programme implemented by the school has had a positive effect on the surrounding areas and communities.
VI. The judging committee

The Judging Committee consists of experts in the areas of education, education for sustainable development, and global citizenship education from Japan and Southeast Asian region. The decision of the Judging Committee shall be final and unappealable.

VII. Guidelines for submission of entries
 
  1. Schools can submit information about the school™s programme/project/activity related to the theme œFostering Global Citizenship for Sustainable Future between 25 May to 15 September 2014. The deadline of entry submission is on Monday 15 September 2014. (The schools much ensure that the SEAMEO Secretariat receives their entries by 15 September 2014.)
  2. Each school can submit only one entry.
  3. The submission of the school™s programme must be done through the template œSubmission Form of 2014 SEAMEO-Japan ESD Award. If you are not able to download the form, please request by sending an email to the email address: seameojapan.award@seameo.org.
  4. Details about the submission of information about the school must adhere to the following format as in the Submission Form:
    a) Part I - Information about the school;
    1) School name and contact details
    2) Brief information about the school such as number of teachers and students and educational level
    3) Contact details of the coordinator
    b) Part II - Information about the school™s programme;
    1) Title of the school™s programme
    2) Summary of the programme (An half page of A4)
    3) Background information or reasons why the school created this programme
    4) Objectives/goals of the programme
    5) Core competencies of students (e.g. Knowledge and understanding, cognitive skills, non cognitive skills and behavioural capacities) that
    the school aims for within the programme
    6) Period of time when the programme was/has been started
    7) Activities (Actions and strategies of implementation)
    8) Teaching and learning methodologies that the school applies for promoting the core competencies as identified in number 5
    9) Partnership, community participation and international connection (Details of partners, their roles and activities that they have involved in the programme.)
    10) Programme monitoring and evaluation mechanisms, and summary of results
    11) Resources used for programme implementation
    12) Benefits/impacts/positive outcomes of the programme to students, school and community
    13) Plan for sustainability and plan for the future
    14) List of attachments such as a copy of the school operational plan, action plan of global citizenship programme, learning/teaching materials,
    samples of student worksheet, manuals, etc.
    15) Photographs related to the school programme (maximum of 6 photographs with captions in English)
  1. Information about the school programme (Part II as above) should not be over nine (9) pages of A4 in total. The information should be written in Times New Roman font, 11-12 point size. (A half-to-one page A4 sheet about the project overview should be included.)
  2. Information about the school project and the photo captions must be in English. The teaching and learning materials can be in local languages, however a brief translation in English should be provided.
  3. All submissions should include related photos. (Maximum of 6 photographs with captions in English)
  4. Schools can submit the "Submission Form of 2014 SEAMEO-Japan ESD Award" and materials to the SEAMEO Secretariat by

    a) Email: seameojapan.award@seameo.org and/or
    b) Send a Compact Disc (CD) or handy drive containing the digital files of submission form and supporting documents to the following address by post.
    To avoid that the CD may be damaged, the printed version of the submission form should be included in the mailing package.
