SEAMEO Aligns AI Efforts Through New Theory of Change


 


Artificial Intelligence is rapidly reshaping education, science, and culture across Southeast Asia, prompting the SEAMEO Secretariat to strengthen regional coordination. At a dedicated side event of the 48th SEAMEO High Officials Meeting, High Officials and Centre Directors provided technical feedback on the proposed SEAMEO AI Theory of Change, co-developed with EdTech Hub. The framework designed to guide the responsible and inclusive use of AI to advance learning and innovation across the region.

The Special Session explored how SEAMEO Centres are already using AI in several ways: improving organizational efficiency and daily operations, integrating AI into program content and delivery to enhance learning, supporting national and regional policies through evidence-based AI strategies, and advancing research and knowledge generation. While these initiatives are already performed by SEAMEO Centres, participants agreed that a more coordinated approach is needed to unify efforts across all Centres.

The proposed ToC aims to provide that common direction. Officials agreed that the framework will support SEAMEO to align AI initiatives with its Monitoring, Evaluation and Learning Results Framework, ensuring that emerging technologies contribute to measurable improvements in teaching, research, and cultural development. The ToC was recognised not only as a vision document but as a practical tool for joint planning among Ministries, SEAMEO Centres, and partners. Participants identified opportunities for partnerships with universities, development agencies, and technology organisations to support capacity building and pilot projects across Southeast Asia.

SEAMEO High Officials had affirmed a shared commitment to position the region at the forefront of responsible AI use. Agreed next steps include refining the ToC with the feedback from the SEAMEO High Officials and Centre Directors. The SEAMEO AI Theory of Change marks a significant step toward ensuring that Artificial Intelligence empowers educators, learners, and communities throughout Southeast Asia. A final version of the SEAMEO AI ToC will be released in mid-2026.
