Data, Research, and Policy:
SEAMEO’s Strategic Workshops for Educational Excellence

 

 

On 13-14 March 2025, the SEAMEO Secretariat organised two strategic capacity-building workshops for all SEAMEO Centres, focusing on Monitoring, Evaluation, and Learning (MEL) and Policy Research and Publication. These workshops were designed to foster educational excellence and strengthen capacity across Southeast Asia.

A standout feature of the MEL workshop was the innovative “speed dating” session for data collection methods. Participants explored how combining various methods can enhance accuracy and validate findings. For example, seemingly unrelated approaches – such as social media analytics and case studies – proved to be highly complementary. Social media trends offer valuable insights that can enrich case studies, demonstrating how the fusion of quantitative and qualitative methods creates a robust framework for MEL.

The MEL workshop also served as a platform to align collective intentions and underscore the importance of measuring the effectiveness of SEAMEO’s work in its priority areas. This emphasis on data-driven evaluation is essential for advancing SEAMEO’s mission both within the region and globally.

Meanwhile, the Policy Research and Publication workshop provided participants with insightful sessions on academic writing and designing impactful research proposals that align with policy goals. These proposals are intended to drive tangible changes, while also stressing the importance of ethical practices and incorporating Gender Equality, Disability, and Social Inclusion (GEDSI) principles. Facilitators from global partners: EdTech Hub, Australian Council for Educational Research (ACER), and the British Council supported participants in refining research questions, selecting appropriate methodologies, and utilising advanced tools for high-quality studies.

The workshop concluded with reflective discussions on how to integrate research with regional development goals, setting the stage for future collaborations and innovations in education policy throughout Southeast Asia.

Both workshops were part of the ASEAN-UK Supporting the Advancement of Girls’ Education (ASEAN-UK SAGE) Programme. The ASEAN-UK SAGE Programme is co-led by the British Council and SEAMEO Secretariat, in partnership with EdTech Hub and ACER. ASEAN-UK SAGE is an ASEAN cooperation programme funded by UK International Development from the UK government.
