Concept Note

To celebrate the values of teachers on the World Teachers’ Day 2021 during this pandemic, the Southeast Asian Ministers of Education Organization (SEAMEO) invited Southeast Asian teachers to join the SEAMEO Innovative Teaching Festival, under the theme of the 2021 World Teachers’ Day: ‘Teachers at the Heart of Education Recovery’. 

We invited the Southeast Asian teachers to share their zero- investment innovative and practical ideas for successful recovery, resilience-building, and reimagining education in the post-pandemic world by submitting a 5-minute video clips before 30 September 2021. 

Upon the deadline of the entry submission, the SEAMEO Secretariat would like to express its appreciation to the participation of over 440 Video Clips from teachers of Southeast Asian countries in the SEAMEO Innovative Teaching Festival.

World Teachers' Day is celebrated around the world on the 5th of October. It is also known by some as International Teachers' Day. The event was established in 1994, and it commemorates the signing of the 1966 UNESCO/ILO Recommendation concerning the status of teachers (1).

One and a half years into the COVID-19 crisis, World Teachers’ Day will focus on the support teachers need to fully contribute to the recovery process. This year, the theme of the World Teachers’ Day is ‘Teachers at the Heart of Education Recovery’

The COVID-19 pandemic has played a significant challenge for teachers and led to enormous pressure on teachers. Teachers have to adapt and adopt to new alternative ways of teaching strategies/methods, while ensuring the decent learning outcomes of their students. The educational disruptions and school closures caused by the COVID-19 pandemic have confirmed the crucial role of teachers in maintaining learning continuity, but also in sustaining the very dynamics of households, families and communities. 

To celebrate the values of teachers on the World Teachers’ Day during this pandemic, the Southeast Asian Ministers of Education Organization (SEAMEO) invites Southeast Asian teachers to join the SEAMEO Innovative Teaching Festival, under the theme of the 2021 World Teachers’ Day:Teachers at the Heart of Education Recovery’. 


A. What to Tell Us:
  • Submit a pre-recorded video clip/ multimedia of 5 minutes in mp4 format according to the theme.   
  • Tell us, in this video, your zero- investment innovative and practical ideas for successful recovery, resilience-building, and reimagining education in the post-pandemic world. 
B. Who can Join:
  • All teachers in Southeast Asian countries, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, and Timor- Leste.
  • There is no registration fee to participate in this programme.
C. What to Submit:
  • A teacher or a group of teachers who wishes to join this programme should produce a video clip in MP4 multimedia format for no longer than 5 minutes. 
  • Submission can be by an individual teacher or by a group of teachers.
  • The lecture/video clips must be in English.
  • Video content, including graphics, pictures and music, must not violate the copyright of any other parties.
  • Within the 5 minutes of video clip, the content of the video should explain your zero- investment innovative and practical ideas for successful recovery, resilience-building, and reimagining education in the post-pandemic world. 

    Your video clip should include:  
    • Very brief information (including logo) of institution, and contestant  
    • Background of the issues
    • Innovative ideas for successful recovery and resilience-building
    • Brief process of implementation and challenges
    • Results, and impact to student learning performance
    • Acknowledgement

  • Rules and Conditions:
    • The SEAMEO Secretariat will review all video clips and select the qualified video clips for broadcasting. 
    • The SEAMEO Secretariat may request the video producers to adjust the video clips’ content due to the sound and music copyright issues.    
    • The owner of the video clips shall allow SEAMEO to publicise the video clips on the SEAMEO website, SEAMEO YouTube channel, and other online platforms organised by the SEAMEO Secretariat or SAMEO Regional Centres such as lecture series, webinars, and learning events.
D. How to Submit the Video Clip:
E. Prizes:
  • The outstanding video clips will be selected for showcasing in the SEAMEO Special Webinar on Celebrating the World Teachers’ Day on 5 October 2021 at 10.00-11.00 hrs (GMT+7, BKK time) and awarded a monetary prize of USD 300.00/ selected entry from the SEAMEO Secretariat.
  • The Certificate of Recognition will be provided to the teachers whose entries are selected to broadcast at the SEAMEO Special Webinar for the World Teachers’ Day Celebration on 5 October 2021.
  • The Certificate of Recognition will be provided to the teachers whose entries are  shortlisted.
  • The Certificate of Participation will be provided to all entries which meet the minimum requirements and relevant to the theme of the Award.  
F. Criteria:

Criteria for selecting the qualified entries for showcasing at the SEAMEO Special Webinar on Celebrating World Teachers’ Day on 5 October 2021 include as follows:  

  • Innovation and originality - 30% 
  • Impact and effectiveness to learners/teachers - 20%
  • Zero-investment and utilisation of available resources - 20%
  • Replicability, practicality and usefulness to others - 20%
  • Video production: creativity, easy to understand - 10% 
    Total - 100%
