SEAMEO-Partners Lecture Series

The Southeast Asian Ministers of Education Organization Secretariat (SEAMEO Secretariat) in collaboration with the partners will conduct SEAMEO- Partners Lecture Series with the theme ‘Agility in Cross-Sector Trends and Transformation in Post COVID-19 Pandemic.’  

The SEAMEO-Partners Lecture Series addresses the need to have a platform where key players from industry, educational development agencies, and education stakeholders can share expertise, initiatives, and efforts to address education disruptions during the pandemic in Southeast Asia and beyond.  

Appreciation goes to 20 SEAMEO Partners who contribute their expertise and special offerings to the participants.

Each of the partner presentations includes practical skills and provides an “offering” such as free participation in the regional programmes for school development, scholarships, free online training opportunities, free teaching/learning resources, free educational software/products, free services and etc., for participants to be benefited from their programmes.

Background

COVID-19 has changed the educational landscape globally. In Southeast Asia alone, nearly 1.6 Billion learners are impacted by school closures, and remote learning has been a lifeline for learning. About 247 Million learners are hunkering down and attending online/flexible learning options in varying degrees from their own homes, in compliance with strict social distancing protocols and instructions from the various government to stay home.

With lockdowns, enhanced quarantine measures, and school closures, everyone is affected. Concerns are mounting up on school closures’ unintended effects on learning.  Questions such as access to, quality, and effectiveness of non-traditional modes including distance education, alternative learning modalities, flexible learning options, homeschooling, and blended learning emerged. Doubts on the effectiveness of online assessments, the acquisition of necessary competencies of learners and the readiness of teachers to transition to online learning and parents to home-based learning, proved to be challenging in the COVID-19 world.

To learn the newest technological solutions and innovative strategies for improving teacher capacity, teaching pedagogies, and student learning process as well as developing future skills for students and teachers during the lockdown, the SEAMEO Secretariat collaborates with the globally educational partners who are governmental/development agencies and private enterprises in organising the SEAMEO-Partners Lecture Series during January-February 2021.

The SEAMEO-Partners Lecture Series addresses the need to have a platform where key players from industry and education stakeholders can discuss and share initiatives and efforts to address education disruptions during the pandemic in Southeast Asia and beyond.

Specifically, the SEAMEO-Partners Lecture Series aims to:

  • Share the advanced knowledge/expertise and up-to-date solutions from the SEAMEO Partners that can contribute to teacher capacity development, improvement of teaching methods, student knowledge and future skills development;
  • Broaden the viewpoint in the technology used for education;
  • Provide free opportunities for ministry officials, teachers, and students to explore new technologies and innovative teaching solutions. 

Tentative Schedules of Lecture Series

The SEAMEO-Partners Lecture Series will be conducted by using video clips recorded by the SEAMEO Partners, which will be broadcasted through online platforms, specifically WebEx and SEAMEO YouTube channel.

There will be three lecture series, each lasting no more than 1.5 hours, with approximately 4-6 video clips from the SEAMEO Partners. Each video clip will be about 10-12 minutes.

The tentative learning schedules of the SEAMEO-Partners Lecture Series are as follows:

    Thursday 18 February 2021 at 10.00 – 11.30 hrs (BKK time)

Participants

  • There is no registration fee for organisations and participants to join the SEAMEO-Partners Lecture Series.  
  • It is expected that each Lecture Series will be attended by approximately 1,000 participants during the session via the SEAMEO Secretariat YouTube channel.  The participants will be policymakers from Ministries of Education/related governmental organisations, educators,  teachers, and university/TVET students from Southeast Asian countries and beyond.

 

Guidelines for Submitting the Video Clips

I. Who can submit the video clips?
  • The SEAMEO Secretariat would like to invite the following SEAMEO Partners (see details in item "Potential Partners") to participate in this programme by submitting the video clip (s)  to promote their educational programme, training courses, services, products, and learning materials to policy makers, educators, teachers, and students in Southeast Asian countries and beyond:
      • SEAMEO Associate Member Countries
      • SEAMEO Affiliate Members
      • Governmental/ Development Agencies, UN Agencies, Non-Profit Organistaions
      • Associations/ Enterprises 
  • No fee for organisations/enterprises to participate in this programme.

II. Content for the video clip

  1. SEAMEO Partners who wish to join this programme should produce the video/lecture clips in multimedia format (MP 4) for 10-12 minutes (Should not be over 12 minutes) related to the themes as above.
  2. The deadline to submit the video clip (s) is 18 January 2021. 
  3. Each organisation can submit a maximum of two video clips with a different theme.        
  4. The lecture/video clips must be in the English language.  (Optional: including sub-title in English would be helpful for teachers and students to have better understanding)
  5. The content of the video clip should:
    1. Be relevant to the following themes:  The partners who would like to join this programme can create a video clip (s) of their regional programme/training courses/services/products related to the following themes.   

      Theme #1:  Lifting up teachers’ skills and equipping new skills for teachers/ innovation in teacher training
      (The video clips from SEAMEO Partners will be tentatively broadcasted under the SEAMEO-Partners Lecture Series on Teacher Training       Solutions, scheduled on 28 Jan 2021 at 10.00-11.30 hrs.)

      Theme #2: Promoting innovative applications/teaching aids to improve teaching pedagogies and classroom management
      (The video clips from SEAMEO Partners will be tentatively broadcasted under the SEAMEO-Partners Lecture Series on Innovative Teaching Solutions, scheduled on 4 Feb 2021 at 10.00-11.30 hrs.)

      Theme #3: Enhancing future skills for students and IR 4.0 solutions
      (The video clips from SEAMEO Partners will be tentatively broadcasted     under the SEAMEO-Partners Lecture Series on Future Skills for Students      and Industry 4.0 Solutions, scheduled on 18 Feb 2021 at 10.00-11.30 hrs.)

    2. Include the insightful and up-to-date knowledge and practical skills as the main content delivered to participants - the content of the video clip should provide knowledge and skills that are beneficial to the audience for self-improvement, and provide details of solutions (product/service) with practical knowledge, and techniques that educators/teachers can adapt for their students;
    3. Be beneficial to the audience and not too commercialised;
    4. provide precise information on benefits – how the programme/product/service can improve the capacity of teachers and students;     
    5. (at the end of the clip) - provide “Offerings” to the audience at least one programme/service/product without payment, such as free participation in a regional programme for school development, scholarships, free online training courses, free teaching/learning resources, free software/products, free services and etc.The number of free services/products depends on the SEAMEO partners;
    6. prepare a QR Code or clear contact information if the audience is interested in the offerings or additional information;
    7. (optional) include a brief overview of the organisation for a maximum of 30 seconds in the presentation; and
    8. Provide contact details and the organisation’s website at the end of the video clip.  

III. Technical guidelines for producing the video clip

  1. The lecture/video clips must be submitted in MP4 format (H.264) with a minimum resolution of 720p (not over 1080p)  
  2. Each video file should NOT exceed 100 megabytes (100 MB) in size.
  3. For the best viewing experience, it is recommended to use a 16:9 ratio while producing the video. 
  4. The submitted video to the SEAMEO Secretariat will be available in “Open Access under Attribution - ShareAlike 3.0 IGO (CC-BY-SA 3.0 IGO) License” (http://creativecommons.org/licenses/by-sa/3.0/igo/).

IV. Rules and Conditions

  1. The SEAMEO Secretariat will review all video clips and has right to select the qualified content of the video clips for broadcasting. 
  2. The SEAMEO Secretariat may request the partner to adjust the video clips’ content if it is too commercialised.
  3. The SEAMEO partners should handle any programme/service/product inquiries from the audience after the lecture series.
  4. The partners shall allow SEAMEO to publicise the video clips on the SEAMEO website, SEAMEO YouTube channel, and other online platforms organised by the SEAMEO Secretariat or SAMEO Regional Centres such as lecture series, webinars, and learning events.

 

How SEAMEO Partner Participate in the Programme

  1. The SEAMEO Partners shall confirm their interest and the tentative topic of video clips to the SEAMEO Secretariat (email: webinar@seameo.org; secretariat@seameo.org) before 8 January 2021.     
  2. After confirming the interest, the SEAMEO Partners shall submit the video clip together with the “Submission Form” to email:  webinar@seameo.org; secretariat@seameo.org  on or before 18 January 2021.

e-Certificate of Participation

The e-Certificate of Participation will be provided to the Lecture Series’ audience who fill-up the “Certificate Validation Form” of which details will appear during the event.

Promotion and Dissemination

Prior to the Lecture Series, SEAMEO’s medium of promotion primarily includes the followings:

  1. Official Invitation Letters:
    Official Invitation Letters to promote and participate in the Lecture Series will be sent to the Ministries of Education of 11 Southeast Asian countries and 26 SEAMEO Regional Centres.  

  2. Email-blast:
    Announcement of upcoming online lecture series via SEAMEO Secretariat’s email-blast by using Mailchimp, which is conducted within the SEAMEO School Network, SEA-Teacher Network, SEA-TVET Network, and SEAMEO stakeholders, partners, and SEAMEO email directory.

  3. Banners:
    Banners advertising online lectures are uploaded on to the SEAMEO Secretariat’s and SEAMEO Centre’s web page.

  4. E-Flyer:
    Flyers of the lectures are sent via social media to prospective attendees within the SEAMEO Secretariat’s network. They are also sent to collaborating SEAMEO Centres and institutions for dissemination.

Monitoring and Evaluation

The success of this programme is evaluated by the number of participants during live broadcast, visits to YouTube, and feedback from the target audience through evaluation forms that will be provided.

Funding Support

The implementation of this programme will be based on a cost-sharing basis among the SEAMEO Secretariat and SEAMEO Partners as follows:   

  • SEAMEO Secretariat contributes staff in coordinating and organising the programme as well as the online platform.
  • SEAMEO Partners contributes lecturers, and expertise in producing the video clips, offerings, and supporting staff in coordinating with the SEAMEO Secretariat.
