At the Ceremony of Laying the Foundation Stone of the Building
To house the UNESCO and SEAMES Offices

Your Excellency,
Mr Directors,
Ladies and Gentlemen,

          I gives me great pleasure to be able to come today to this Ceremony of Laying the Foundation Stone of the building to house the offices of the two international Organizations.   On behalf of His Majesty's Government, I would like to extend the best wishes to the two Organizations, and to assure them of my country's wholehearted support of their operation so that education may continue to flourish.

          His Majesty's Government has constantly been aware of the importance of education in national development, and considers education to be an element vital to manpower preparation of the country.  It is thus gratifying that Thailand and many other countries have been rendered assistance by various international organizations that enables them to achieve goals commensurate with their needs.

          One highly impressive thing is the educational cooperation among various nations.  This constructive activity which benefits all mankind must be ranked with the noblest of man's efforts.  What is done in education will be felt for a long time to come, and those who have a part in effecting an educational programme that yields productive crops to a nation or to the world should justifiably be rewarded with a never-waning sense of pride and satisfaction.

          The educational cooperation in Southeast Asia is still in the  initial stage.  I am very much gratified to note its steady progress.  That cooperation among neighbouring countries is a highly desirable thing must be quite evident to all of you.  I wish to say only that, give mutual understanding, neighbouring countries can achieve much together.  At the same time, mutual understanding develops as we come together in joint efforts.  We in Southeast Asia are not so numerous that a meeting of minds is well nigh impossible, nor are we so few and weak as to make any joint venture prohibitive.   I consider it a great fortune indeed that we have been able to come together and help each other.

          His Majesty's Government feels greatly honoured that the two international Organizations have seen fit to base their offices in Thailand.  I should like to state again that we shall try our utmost to facilitate and lend our cooperation to the operation of the Organizations.

          May the two Organizations continued to prosper and their staffs be endowed with perpetual happiness.
