Your Excellency the Prime Minister of Thailand
Your Excellency the Minister of Education
Excellencies, Ladies, Gentlemen:

Today is an historic even in the annals of the Southeast Asian Ministers of Education Organization when Your Excellency has managed to spare your precious time to come in person to lay the foundation stone of an edifice especially designed and destined to become worthy offices for both the Southeast Asian Ministers of Education Secretariat (SEAMES) and the United Nations Educational, Scientific and Cultural Organization (UNESCO), Regional Centre.

It has been my good fortune to learn through H E the Minister of Education of Thailand that H M's Government of Thailand has always evinced its firm and far-seeing view regarding great results that may arise through sincere and active cooperation between Countries of the World as well as Countries of the Region in every way and in every sphere of interest, especially in the field of Education that will bring about untold benefits to the peoples of this Region. furthermore I have been also informed that Your Excellency has always been most zealous in lending your active support to all activities that help to promote cooperative efforts and desires to investigate into problems which this Region is facing or is going to face in the near future.

It is therefore quite fitting that Your Excellency should have relegated your ideas and ideals to your able Minister of Education to help in organizing this Southeast Asian Ministers of Education Organization and that Your Excellency had expressed the willingness of H M's Government to provide suitable building as a head-quarters of this new Interregional Organization and that Your Government has already appropriated a sum of not less than 12,000,000.00 bahts towards the cost of construction of this Headquarters and, furthermore, that you have also instructed the Bureau of Budget of your Office of the Prime Minister to make provision for further expenses regarding furnishings and equipments so that both SEAMES & UNESCO Regional Centre will be able to carry on their business in an orderly manner side by side. These acts which reflect the magnanimity and earnestness on the part of Your Government which refuses to merely provide an empty hulk or a hollow shell for an edifice!

In the name of the SEAMEO may I take this opportunity to express our very deep sense of appreciation and gratitude for the kindness, sympathy, good wishes and supports which H M's Government which Your Excellency as its Head has shown towards our organizations and that we would wish to express through Your Excellency our deep sense of gratitude to the people of Thailand for their unstinted support for both organizations and thus encourage and inspire us to devote our efforts towards promoting closer regional Cooperation in order to bring progress, peace and happiness to the peoples of Southeast Asia without the slightest degree of doubt at all.
