Background and Overview

The SEAMEO-UN HABITAT Cooperation on Promoting Human Values-based Water, Sanitation and Hygiene Education (HVWSHE) in Southeast Asian Schools was launched through a Regional Planning Workshop organised by the SEAMEO Secretariat and UN-HABITAT in conjunction with the 28th SEAMEO High Officials Meeting (HOM) held on 21 to 24 November 2005 in Cha-Am, Thailand. The project is meant to support the achievement of the Millennium Development Goals (MDGs) set by the United Nations relating to sustainable development and access to water and sanitation. Values-based water education (VBWE) is an innovative approach that not only seeks to impart information on water, sanitation and hygiene but also inspires and motivates learners to change their behaviour with a view to promote wise and sustainable use of water and sanitation. The project seeks to aid in achieving the goal by developing the capacity to create a better water-use ethics and promote HVWSHE in Southeast Asian schools.

As a follow-up of the workshop on developing teaching and learning materials for integrating HVWSHE conducted by SEAMEO INNOTECH from 29th November to 1st December 2006 and the regional HVWSHE instructional materials review meeting organized by SEAMEO SEAMOLEC from 31st January to 3rd February 2007, the Regional Training of Trainers (TOT) course at RECSAM is the third phase of the initiative in support of the integration component of the SEAMEO-UN HABITAT cooperative project. This regional training programme and a series of subsequent national echo training activities will be implemented under the Quality and Equity in Education (QEE) Initiative towards building capacity for training teachers on integration of HVWSHE.
