SEAMEO Signs Memorandum of Understanding with Organization of Ibero American States for Education, Science and Culture

Priority areas of cooperation between the two organizations include education for all including, multilingual education, information and communications technology, higher education, technical and vocational education, education for sustainable development, and health education. Under the framework of the newly established cooperation, SEAMEO and OEI will collaborate to promote international coordination and technical assistance provision to support the Golden SEAMEO Goal 2020 of SEAMEO and the 2021 Educational Goals of OEI. SEAMEO and OEI may reciprocally collaborate in the identification, implementation and execution of common projects and researches; and take part in each other organization ™s regular activities.

HE Prof Pham Va Luan, President of SEAMEO Council and Minister of Education and Training of Vietnam led the SEAMEO delegation that participated in the signing ceremony and other associated activities in Buenos Aires. Members of the SEAMEO delegation included the Director of SEAMEO Secretariat and Centre Directors of SEAMEO BIOTROP, SEAMEO INNOTECH, SEAMEO SEARCA, and SEAMEO TROPMED Network.

As an immediate follow up action on the MOU signing, the secretariats of SEAMEO and OEI discussed in a side meeting the strategic direction to pursue the scope of collaboration as stipulated in the MOU between SEAMEO and OEI; and the suggested mechanisms to activate mutual cooperation. Priority follow up action includes the visit of the Secretary General of OEI as well as other senior OEI officials to Bangkok during the SEAMEO High Officials Meeting in November 2013 to possibly finalize and sign an action plan for a SEAMEO-OEI collaborative project.

On the occasion of the public inauguration of OEI ™s institute for ICT and education, SEAMEO was also invited to participate in the International Conference on ICT and Education that took place on 22-23 April 2013 at the IBERTIC facilities of OEI in Buenos Aires. A series of experts meetings and institutional presentations were also held between SEAMEO and OEI which focused on technical discussions on various topics.

The SEAMEO delegation visited and met with the officials of the Ministry of Education, and the Ministry of Science, Technology and Innovative Production of the Republic of Argentina; as well as the Latin American Network of Education Portals.

Discussions between SEAMEO and OEI started in November 2011 to explore potential for collaboration. After a year of meetings and identification of common areas of interest, the Councils of Ministers of Education of both organizations approved the formalization of the collaboration between SEAMEO and OEI.

OEI is an intergovernmental organization, comprising the Portuguese and Spanish speaking nations of America, Europe, and Equatorial Guinea in Africa. The cooperation focuses on education, science, technology and culture in the context of the integral development, democracy and regional integration. Its aim and operation is closely related to SEAMEO but with focus on 22 Latin American countries.
