The consultative meeting aimed to gather feedback from experts in Southeast Asia and Asia-Pacific on a prototype framework for measuring learning outcomes at the early childhood, primary and post-primary levels of education. The framework includes indicators, targets and measures and is intended to serve as a basis for dialogue on how learning could be measured at the global and national levels. A series of consultations has been held and feedback from the global consultations are used to refine the framework and make it holistic and feasible for measurement at the global level.

Twenty-one education specialists from UNESCO Bangkok, SEAMEO Secretariat, UNICEF and Institute of Innovative Learning, Mahidol University participated in the joint consultation.
