At the 24th
SEAMEO Council Conference, Melaka, Malaysia, 1989; H E Saudara
Anwar Ibrahim the then SEAMEO Council President made a suggestion
that a seminar be included in the programme of the SEAMEO Council
Conference on a theme relevant to the region. The idea
of a seminar was later changed to a symposium and policy
forum.
