Strategic Leadership for Using the New Technologies in Education

I.       Organization of the Seminar
        The Seminar on Strategic Leadership for Using the New Technologies in Education was jointly organized by the SEAMEO Secretariat and the Education Development Center Inc. (EDC), USA. This was conducted at the Amari Watergate Hotel, Bangkok on 22-23 November 1999. Fifty participants attended the Seminar. List of Participants is in Appendix 1.
        The purpose of the Seminar was to recharge the participants' cognitive batteries in the area of strategic leadership for using new technologies in education. Lecture-discussion method with the use of power point computer slides was used. Moreover, exchange of ideas and experiences was greatly encouraged throughout the seminar.
        For this purpose, Dr Stephen Anzalone, Mr Robert A Spielvogel, both Directors of EDC, USA, and Dr Yidan Wang, lecturer at Asian Development Bank Institute, Japan, served as resource speakers. Furthermore, Dr Rita H Padmore, Senior Scientist of EDC, facilitated group discussions and workshops.
II.      Welcome and Introductions
        The Seminar started with a Welcome Remarks by Dr Suparak Rach-Intra, Director of SEAMEO Secretariat. He said that the Seminar was initiated to give the SEAMEO high officials, senior educational leaders and managers an opportunity for interchange of ideas and experiences in relation to use of new educational technologies. Furthermore, he hoped that this seminar would create a multiplier effect in both policy and operational aspects in the field of education of all SEAMEO Member Countries. The text of his Welcome Remarks is in Appendix 3.
        Dr Anzalone followed by introducing the members of his team, who would be the resource persons. He also presented the tentative Programme of Activities, after which, said that the goal of the seminar was for the participants to work together in the next two days and define what might be a good agenda for leadership so that together, they could develop strategies for using the new technologies in education. The names of the resource persons and the Tentative Programme of Activities are in Appendix 2 and 3, respectively.
III.   Seminar Proceedings
A.    Lecture-Discussion
1. Vision and Reality: The Challenges in Ensuring that Technology Investments in Education Realize their Potential
Mr Robert A Spielvogel, Director of Technology, Education Development Center Inc., USA, started by saying that the quality of leadership had an impact on teaching and learning. With the use of power point computer slides, he discussed the following sub-topics:
  1. Global trends;
  2. Work with educational technologies;
  3. Does technology improve education?
  4. How can technology improve education? And
  5. How are ICT Uses in Education Changing?
A copy of the slides presented under this topic is presented in Appendix IV.
2. Dimensions of the Opportunity: Where Educational Technologies are Being Applied
Statements on the application of educational technologies in different countries from participants was solicited by Ms Rita H Padmore, Senior Scientist of EDC, while Mr Spielvogel recorded the inputs of the participants by country through power point computer as follows:
