His Excellency, Deputy Prime Minister the Republic of Singapore, Prof Jayakumar
Excellencies, Ministers of Education, SEAMEO Member Countries,
Distinguished Delegates and Observers,
Ladies and Gentlemen,
I am very pleased and honoured to be here to participate in the 41st SEAMEO Council Conference” which is held back-to-back with the 1st ASEAN Education Ministers Meeting.
Excellencies, ladies and gentlemen,
Indonesia as a Member Country is proud of SEAMEO’s achievement thus far and very pleased to note that SEAMEO as the single biggest organization in the region responsible for science, education and culture has grown both in its efforts and its effectiveness. This is evidenced by the increase in the number of activities and valuable contributions played by SEAMEO Centres allowing our organization more visibility in the region and beyond.
The 41st SEAMEO Council Conference provides us new atmosphere for a closer coordination between SEAMEO and ASEAN in addressing the educational goals of Member Countries. It is expected that the regional co-operation in education will be stronger in synergizing collaboration between the two organizations. I am sure that such collaboration would be orchestrated by strong commitment to cooperation and optimizing the utilization of SEAMEO Centres to be more efficient as well as avoiding any program duplications within the two organizations.
Excellencies, ladies and gentlemen,
We are all aware that we have common challenges despite the fact that we have different education systems, with essentially similar challenges. In the process of educating humans, the educational system currently being developed is required not only to enhance learners’ intellectual capacity but also their ability to express and actualize ideas and emotions with reference to moral, ethical, and religious values. In response to the strife for the answer of the challenges in developing our education, the Indonesian Government has formulated the various development programmes for national education in the strategic plan, aiming, among others, at the improvement of the Indonesian position in the efforts of developing qualified and professional human resources, thereby ready and able to compete in the era of free market, especially in the very near future facing the eras of AFTA and APEC. We are also strongly concerned with the improvement of equity, relevance and good governance in education.
Related to the improvement of our education quality while still considering equity in education, we are working closely with SEAMOLEC-Indonesia in developing TV education and promoting ICT-based learning programme that allow the improvement of quality of the students’ learning experience and provide several advantages in solving a certain burden caused by the disparity of education quality and the lack of teachers; presenting a real example rather than an abstract one in the teaching and learning process; cultivating students’ creativity and providing quick information of the students’ achievement.
Excellencies, ladies and gentlemen,
Indonesia strongly commits to support the programmes and the development of SEAMEO Centres located in Indonesia in addressing the educational development in the region. The Centres also had played their role in our development. For example, TROPMED/Indonesia’s Programme worked together with the Ministry of Health and World Food Programme for the post-Tsunami programmes relates to emergency in nutrition in Aceh and Nias. TROPMED/Indonesia is also involved in the evaluation program of Food Aid in Nusa Tenggara Timur, Nusa Tenggara Barat as well as Madura.
As to the development of BIOTROP-Indonesia, the institution has been establishing networks with national and international organizations including the private sector and preparing the establishment of Regional Centre of Expertise (RCE) in cooperation with the United Nations University.
Excellencies, ladies and gentlemen,
With this opportunity, I would sincerely confirm that Indonesia is pleased and honoured to host the coming 42nd SEAMEO Council Conference. Finally, may I extend my congratulations to Your Excellency Tharman Shanmugaratnam, Singapore Minister of Education on your election as Chairperson of the 41st SEAMEO Council Conference and also as President of the SEAMEO Council and highest appreciation to the Government of Singapore for supporting this SEAMEO Council Conference.
I wish this meeting would have fruitful discussions in highlighting several issues of concern for SEAMEO to address the education development in the region.
