His Excellency Chairperson of the 41st SEAMEO Council Conference,
His Excellency Vice Chairperson,
Excellencies Fellow Ministers,
Associate Members of SEAMEO,
High Officials,
Affiliate Members,
Representative of the ASEAN Secretariat,
SEAMEO Secretariat Director, Centre Directors and Network Coordinators,
Distinguished delegates and observers,
Ladies and Gentlemen,
Assalamualaikum warahmatullahi wabarakatuh
A very good morning to everyone.
Brunei Darussalam would like to express a very warm welcome to Timor-Leste as the 11th Member Country of SEAMEO.
I would like to express my profound gratitude to the Government of the Republic of Singapore for the very warm welcome and gracious hospitality extended to me and my delegation. I should congratulate the Singapore Ministry of Education for an excellent organisation of this Conference.
I also wish to record my highest appreciation to the SEAMEO Secretariat, Directors and Coordinators as well as staff of the SEAMEO Regional Centres and Networks for their relentless hard work and wholehearted enthusiasm that was instrumental for the Organisation’s and its units’ achievement and development.
Excellencies, Ladies and Gentlemen,
Southeast Asian countries face many global challenges, in an economic landscape that is constantly changing. To compete and survive, we need to be prepared and continuously transform ourselves to overcome these new challenges. Education, particularly lifelong learning, and regional cooperation in training and enhancing the quality of education is a way forward in maintaining our edge in this global competition. As such we need to make sure that our education policies will continue to be relevant and keep pace with a rapidly evolving environment.
For more than 40 years, SEAMEO has done extremely well in transforming itself into an organisation that promotes education excellence with the establishment of its specialised regional centres and units. The varieties of programmes offered at its Regional Centres and Networks are impressive and instrumental in transforming SEAMEO into an important and prominent regional organisation with established links with many international agencies.
We, therefore, call upon all SEAMEO Centres and Networks to remain committed in their roles as institutions of research and training, recognised for their high quality and delivery of programmes that are relevant to the needs of Member Countries.
We recognise that each Member Country of SEAMEO has its own unique system of education. Despite such differences, we should continue to work together in the formulation of strategic measures needed to plan, implement and assess initiatives that are beneficial to all member states. This makes for a stronger and more robust SEAMEO.
Excellencies, Ladies and Gentlemen,
I feel it is important for the Organisation to continue its efforts in promoting Quality Education in the region. The success of SEAMEO QEE (Quality and Equity in Education) Project depends very much on the support of each member country. In Brunei Darussalam, we have a yearly national level sharing session presentation by nearly all government secondary schools. I am pleased to note that participation has been very enthusiastic.
Excellencies, Ladies and Gentlemen,
In conclusion, I believe SEAMEO has been an effective agent of collaborative regional and change in education and human resources development. As an agent of change it has, to a great extent, managed to have an impact on the educational landmarks and perspectives in our respective countries. Thus, Brunei Darussalam remains confident in the role and activities of SEAMEO and will continue to extend its support.
To our host, Singapore, once again I would like to express my sincerest gratitude for the generosity and hospitality extended and congratulations for the magnificent conduct of the 1st ASED and 41st SEAMEO Council Conference.
