Excellencies,
Ministers,
Distinguished Guests:
It is a great honor for me to have the opportunity to represent the Minister of Education and Science of the Kingdom of Spain, H E María Jesús San Segundo Gómez de Cadiñanos during this 41st South East Asia Ministers of Education Council Conference.
First of all, I would like to thank on her behalf the South East Asian Ministers of Education Organization, lead by its General Director, Honorable Dr Ediberto C de Jesús, and specifically its ten member countries: Brunei, Cambodia, Darussalam, Indonesia, Malaysia, Laos, the Philippines, Myanmar, Thailand and Singapore, as well as its 7 Associate Member Countries: Australia, Canada, France, Germany, New Zealand, Norway and the Netherlands, for requesting Spain to become SEAMEO´s 8th Associate Member Country.
Holding this conference in Singapore is specially important since this country is exceptional within the Asian context: deeply committed with Asia´s future, Singapore has traditionally established excellent relations with its neighbours and has pioneered the establishment of contacts and links between Asia and Latin America.
Spain has declared its interest in participating in the different programms and projects SEAMEO implements since we all share SEAMEO´s essential goal of promoting cooperation in the fields of science, education and culture among the Southeastern Asian countries helping, therefore, the promotion of peace and understanding among the nations using education as the main tool to reach these aims.
The Kingdom of Spain wishes as well to become a contributor to reach these laudable common educational goals by starting some new ventures that will help promote the Spanish language and culture through certain specific education projects such as the training of Spanish teachers who perform their duties within the framework of the educational system of their own countries, the signing of cooperation agreements with Spanish institutions in order to promote the establishment of contacts among experts of SEAMEO Member and Associate Member Countries by organizing courses, seminaries, joined publications or forums and the promotion of teacher and student exchange program in order to provide them with a true multicultural education.
It is our wish to officially sign the proclamation of Spain as SEAMEO´s eighth Associate Member Country as soon as all the legal technicalities have been overcome so we can start a close working relationship to implement specific projects of common interest.
I would not like to conclude before expressing my warmest and most sincere gratitude to the organizers, presenters and organizers of this 41st Conference and to all the presenters and participants in the hope that this conference will be the right channel to expand the cooperation among the different Departments of Education of the member and associate countries in the fields of education, science and culture as the best means of global development and peace.
