Plenary Sessions
   
A. INTRODUCTION
 
The 39th SEAMEO Council Conference, jointly organized by the Ministry of Education, Brunei Darussalam and the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat, was held on 1-3 March 2004 at the Empire Hotel and Country Club, Brunei Darussalam.
 
A total of 130 participants attended the Conference. The participants represented the 10 SEAMEO Member Countries, namely: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam; three Associate Member Countries, namely: Australia, Canada and France; observer delegations of the Governments of Japan and the Democratic Republic of Timor-Leste; 10 international organizations/institutions and non-government organizations; 14 SEAMEO Centres/Network and the SEAMEO Secretariat. The List of Participants is in Appendix I.
B. OPENING CEREMONY
 
The Opening Ceremony was held on Monday, 1 March 2004 at 1930 hours, at the Indera Kayangan Ballroom, the Empire Hotel and Country Club. His Majesty Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah, Sultan and Yang Di-Pertuan Negara Brunei Darussalam officiated at the Opening of the 39th SEAMEO Council Conference.
  1. Welcome Remarks by His Excellency Pehin Orang Kaya Laila Wijaya Dato Haji Abdul Aziz Umar, Minister of Education, Brunei Darussalam
   
His Excellency Pehin Dato Haji Abdul Aziz Umar, Minister of Education, Brunei Darussalam expressed his sincerest gratitude to His Majesty Sultan Haji Hassanal Bolkiah for graciously consenting to be the Royal Guest of Honour at the 39th SEAMEO Council Conference Opening Ceremony. With Brunei Darussalam hosting the SEAMEO Council Conference for the third time, His Excellency informed His Majesty of the objectives of the conference with the acknowledgement that of all the valuable involvements and association that Brunei Darussalam’s Ministry of Education has with international organizations dealing with education, its membership with SEAMEO has proven to be the most functional and rewarding.
   
His Excellency the Minister of Education, Brunei Darussalam also welcomed the SEAMEO Council Members and delegates and urged them to make the most of the school visits and their stay in Brunei Darussalam to see more of the country. Finally, His Excellency expressed gratitude to the support given by the SEAMEO Secretariat in the preparation of the Conference and expressed fervent hope that the Conference would be another successful gathering in resolving issues of importance to the Organization, as well as to each Member Country.   2. Opening Remarks by the His Excellency Dr Edilberto C de Jesus, Secretary of Education, the Philippines, and President of SEAMEO Council
 
His Excellency Dr Edilberto C de Jesus, Secretary of Education, the Philippines and concurrent SEAMEO Council President said that SEAMEO is honoured with the gracious presence of His Majesty as it gave flesh to the Preamble in the Organization’s Charter. His Excellency also expressed deep appreciation for the honour accorded to him during his term as SEAMEO Council President in a challenging year of great uncertainty and tension as a result of terrorist threats and the SARS epidemic. His Excellency reiterated his gratitude to the other Ministers of Education for the support, hospitality and counsel that they have generously extended during his term of office. His Excellency noted that his visits to the Member Countries and the SEAMEO Regional Centres were instructive and inspiring as they allowed him to observe firsthand how pertinent and powerful SEAMEO is in helping Member Countries. As such, His Excellency paid tribute to the founding fathers of SEAMEO. Finally, in relinquishing his post to the next SEAMEO Council President, His Excellency expressed confidence that all the initiatives will be pursued with even greater vigour and resolve towards a more effective and dynamic SEAMEO. 3. Keynote Address by His Majesty Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah, Sultan and Yang Di-Pertuan Negara Brunei Darussalam
In retrospect, His Majesty Sultan Haji Hassanal Bolkiah underscored the importance of SEAMEO’s vision to strengthen regional cooperation at a time when the question of security is of major concern to all. His Majesty defined security in its fullest sense: from the kind of security that demands physical protection from the criminal acts of fanatics and extremists to the security of employment, good health, decent family and community life, and of being able to plan one’s future in peace, stability and confidence in keeping with one’s beliefs, values and principles. Although the world has greatly changed for the better in many ways since SEAMEO adopted its vision, His Majesty also observed that the world now is one that is profoundly insecure and that its roots are and should be of deep concern among those working in education. In traversing the new globalised world community, His Majesty cited the need to acquire a new culture based on understanding, inclusiveness and tolerance and expressed confidence that the Ministers of Education will be able to address this challenge through the Organization’s proven expertise.
 
Finally, His Majesty the Sultan of Brunei Darussalam wished the delegates success in their deliberations and their future work and declared the 39th SEAMEO Council Conference open. C.
PLENARY SESSIONS
 
The Plenary Sessions were held on Tuesday, 2 March at the Indera Kayangan Ballroom, the Empire Hotel and Country Club.
 
1.
Opening Remarks by the President, SEAMEO Council and Pro tempore Chairperson of the 39th SEAMEO Council Conference
   
In his Opening Remarks, His Excellency Dr Edilberto C de Jesus, Secretary of Education of the Philippines expressed deep thanks and appreciation for the members of the SEAMEO Council who, through their cooperation and wise counsel, have afforded him the opportunity to gain a deeper appreciation of the education concerns in the region as well as SEAMEO as a whole.
 
His Excellency the Philippine Education Secretary also proposed a resolution for adoption by the SEAMEO Council formally expressing gratitude and appreciation to His Majesty Sultan Haji Hassanal Bolkiah for graciously officiating over the Opening Ceremonies of the 39th SEAMEO Council Conference and through the Ministry of Education, the Government of Negara Brunei Darussalam’s unstinting support for SEAMEO and its efforts for promoting educational development in the region.
 
The Council unanimously adopted the proposal of the Chairperson Pro Tempore. He then called for nominations for the new President and Vice-President.

Election of the SEAMEO Council President and Chairperson of the 39th SEAMEO Council Conference
 
His Excellency, the Minister of National Education, Indonesia nominated H E Pehin Dato Haji Abdul Aziz Umar, Minister of Education, Brunei Darussalam, President of the SEAMEO Council and Chairperson of the 39th SEAMEO Council Conference. His Excellency the Minister of Education and Training, Vietnam seconded the nomination.
 
His Excellency the Minister of Education, Brunei Darussalam was unanimously elected President of the SEAMEO Council and Chairperson of the Conference.
 
3.
Election of the 39th SEAMEO Council Vice President and Vice Chairperson of the Conference
 
His Excellency, the Minister of Education, Malaysia nominated H E Prof Dr Nguyen Minh Hien, Minister of Education and Training of Vietnam, as Vice President and Vice Chairperson of the 39th SEAMEO Council Conference. The nomination was seconded by His Excellency, Mr Im Sethy, Secretary of State, Ministry of Education, Youth and Sport, Cambodia.
    His Excellency the Minister of Education and Training, Vietnam was unanimously elected Vice President of 39th SEAMEO Council Conference and Vice Chairperson of the Conference.
4.
Remarks by the Newly Elected Council President and Chairperson of the Conference
 
In his Acceptance Speech, His Excellency Pehin Dato Haji Abdul Aziz Umar, Minister of Education of Brunei Darussalam thanked the Council for its affirmation of confidence and extended his congratulations to H E the Minister of Education and Training of Vietnam on his election as Vice President of the SEAMEO Council. His Excellency also noted with appreciation the active leadership of H E the Secretary of Education of the Philippines during his tenure as Council President, conveying his hope that the active role will be continued.
 
His Excellency the Brunei Darussalam Minister of Education and Council President announced the extension of office of the Secretariat Director until 31 December 2004, and placed, as a matter of record, the SEAMEO Council’s appreciation of Dr Arief S Sadiman’s leadership and direction in his tenure as Secretariat Director.
His Excellency the Minister of Education of Brunei Darussalam and SEAMEO Council President articulated his hope to be able to visit some, if not all of the Member Countries during the period of his incumbency and his hopes for the continued support of the SEAMEO Council Members. A copy of his Acceptance Speech is in Appendix VI.
 
5.

  6. Presentation of Testimonial Plaque to the Outgoing SEAMEO Council President and Secretary of Education, the Philippines
   
On behalf of the Council, the newly elected SEAMEO Council President presented the Testimonial Plaque to H E Dr Edilberto C de Jesus, Secretary of Education, Philippines, in recognition of his outstanding accomplishments as SEAMEO Council President from 6 March 2003 to 2 March 2004.

  10. Report of the 38th SEAMEO Council President
   
The report of the SEAMEO Council President was presented through multi media with brief remarks from His Excellency incorporating the Opening Statement.
   
His Excellency’s report entitled Partnerships for Educational Development, summarized the outcomes of his visits to the Member Countries and other meetings attended, focusing on the strategies of convergence he identified among Centres, institutions and communities as a strategic direction SEAMEO should continue to promote.
   
The 39th SEAMEO Council Conference took note of the Report of the SEAMEO Council President.
  11. Follow-up Actions on the 38th SEAMEO Council Conference (Plenary Sessions) (MC-39/WP/1)
   
The Chairperson identified the documents under Section 1 of the Plenary Session and invited comments and remarks on the documents.
   
The 39th SEAMEO Council Conference took note of the Report on the Follow-up Actions on the Resolutions of the 38th SEAMEO Council Conference Plenary Session.
  12. Integrated Report on the Annual Accomplishments of the SEAMEO Centres/Units for FY 2002/2003
   
The Integrated Report on the Annual Accomplishments of SEAMEO Units for FY2002/2003 was presented through multi media.
   
The 39th SEAMEO Council Conference took note of the Integrated Report on the Annual Accomplishments of SEAMEO Units FY2002/2003. The Council likewise cited the significant accomplishments of the Organisation that were made possible through the SEAMEO Centres and Units. The Council President also mentioned thanks and appreciation for the assistance of the member Ministries of Education in undertaking the various projects and activities.

The Council President called for comments on the SEAMEO Consolidated Three-Year Budgets for FY2004/2005 to FY2006/2007 and SEAMEO Consolidated Personnel Strength Budget for Fiscal Year ending 30 June 2005 which were presented for the Council’s approval.
   
The 39th SEAMEO Council Conference approved the SEAMEO Consolidated Three-Year Budgets for FY2004/2005 to FY2006/2007 and the SEAMEO Consolidated Personnel Strength Budget for fiscal year ending 30 June 2005.
  27. SEAMEO Network Strategic Marketing Plan: Its Implementation

The Chairperson of the 39th SEAMEO Council Conference noted the working papers for the Council’s information and invited comments and remarks on the working papers.
   
The 39th SEAMEO Council Conference took note of the Report on the Implementation of the SEAMEO Network Strategic Marketing Plan in FY2002/2003 and supports the implementation of the 2nd Five-Year SNSMP FY2002/2003 to FY2006/2007.
  28. SEAMEO-UNESCO Education Congress and Expo (MC-39/WP/17)
   
The 39th SEAMEO Council Conference took note of the Progress Report on the SEAMEO-UNESCO Education Congress and agreed to support the successful conduct of the event. The Meeting also suggested that the comments and/or suggestions of the 26th SEAMEO High Officials Meeting be considered in implementing the Congress.

The 39th SEAMEO Council Conference took note of the Progress Report on the Journal of Southeast Asian Education.
  30. SEAMEO IT Development Plan (MC-39/WP/19)
   
The 39th SEAMEO Council Conference took note of the Progress Report on the SEAMEO IT Development Plan and approved the modifications in the IT Action Committee Terms of Reference.
  31. Project Connecting Southeast Asia & Europe e-Learning Models – CAE e-LEARN (MC-39/WP/20)
   
The 39th SEAMEO Council Conference took note of the progress of the Project: Connecting Southeast Asia & Europe e-Learning Models (CAE e--LEARN) and agreed to continue its support in the implementation of the Project.
  32. ICT & HIV/AIDS Preventive Education in the Cross Border Areas of the Greater Mekong Sub-region (GMS) (MC-39/WP/21)
   
The 39th SEAMEO Council Conference took note of the progress on the Project on ICT & HIV/AIDS Preventive Education in the Cross Border Areas of the Greater Mekong Sub-region (GMS).

The 39th SEAMEO Council Conference took note on the Progress Report of the SEAMEO Regional Schools Internet Project - Phase 6.
  34. Regional Cooperation on Quality and Equity in Education (QEE) in SEAMEO Member Countries (MC-39/WP/23)
   
The 39th SEAMEO Council Conference took note of the Progress Report on the Regional Cooperation Project on Quality and Equity in Education (QEE) in SEAMEO Member Countries for FY2002/2003 and agreed to support the implementation of the activities envisaged for 2004.
  35. SEAMEO Community Involvement Programme (MC-39/WP/24)
   
The 39th SEAMEO Council Conference took note of the Progress Report on the SEAMEO Community Involvement Programme in FY2002/2003 and encouraged all SEAMEO Centres/Units to further initiate and conduct projects and activities under the Programme.
  36. NUFFIC Fellowships on Quality Assurance (MC-39/WP/25)
   
The 39th SEAMEO Council Conference took note of the Follow-up Actions taken on the NUFFIC Fellowship on Quality Assurance and approved the Framework for Regional Quality Assurance Cooperation in Higher Education.
  37. SEAMEO-France Education Quality Improvement Programme (EQUIP) in Southeast Asia (MC-39/WP/26)
   
The 39th SEAMEO Council Conference took note of the Progress Report on the SEAMEO-France Education Quality Improvement Programme and thanked the French Government for sponsoring the Programme.
  38. Implementation of SEAMEO Units’ Programmes and Projects

The 39th SEAMEO Council Conference took note of the Progress Report of the implementation of the Fourth SEAMEO Integrated Operational Plan FY 2002/2003 and the Implementation of SEAMEO’s Priority Areas.

The 39th SEAMEO Council Conference took note of the Progress Report on the SEAMEO Internship Programme for FY2002/2003.

The 39th SEAMEO Council Conference took note of the Progress Report on the ASEAN Award Project.

  45. SEAMEO SEARCA’s Eighth Five-Year Plan (FY2004/2005 – FY2008/2009) (MC-39/WP/34)
   
The 39th SEAMEO Council Conference approved SEAMEO SEARCA’s Eighth Five-Year Plan: 1 July 2004 to 30 June 2009 for implementation.
  46. SEAMEO VOCTECH International Computer Driving License (ICDL) Authorized Test Centre (MC-39/WP/35)
   
The 39th SEAMEO Council Conference took note of the establishment of SEAMEO VOCTECH ICDL Authorised Test Centre.
  47. Transforming Schools Into Learning Centres (TSLC) (MC-39/WP/36)
   
The 39th SEAMEO Council Conference approved the proposal on Transforming Schools Into Learning Centres (TSLC) project for implementation as a component of the existing SEAMEO Regional QEE Initiative.
  48. Strengthening ICT in Schools and Schoolnet Project in ASEAN
Setting (MC-39/WP/37)
   
The 39th SEAMEO Council Conference took note of the collaborative Project Strengthening ICT in Schools and SchoolNet Project in ASEAN Setting and expressed support for its implementation.
  49. Ministerial Forum on Increasing Access to and the Quality of
Education Through Child-Friendly Learning Environments (CFLE)

The Director of the UNESCO Asia and Pacific Regional Bureau for Education presented the working paper.
   
The 39th SEAMEO Council Conference approved the conduct of the Ministerial Forum on Increasing Access to and the Quality of Education through Child-Friendly Learning Environments, one day before the SEAMEO-UNESCO Education Congress.
  50. Regional Consultation Meeting on Value-Based Water Education

The 39th SEAMEO Council Conference approved the revised draft of the SEAMEO Declaration on Value-based Water Education.
  51. SEAMEO-QEE Teachers Camp (MC-39/WP/40)
   
The 39th SEAMEO Council Conference approved the conduct of the proposed SEAMEO-QEE Teachers’ Camp and agreed to support the conduct of the event.
  52. SEAMEO VOCTECH’s Third Five-Year Development Plan
(FY 2004/2005 to FY2008/2009) (MC-39/WP/41)
   
The 39th SEAMEO Council Conference approved the proposed 3rd Five-Year Development Plan of SEAMEO VOCTECH.
  53. 40th SEAMEO Council Conference
   
The Head of Delegation, Vietnam informed the Council that Vietnam would be pleased to host the 40th SEAMEO Council Conference in the country, with the venue and other details of the Conference to be announced in due course.
  54. Signing of Agreements
    i) SEAMEO Ministers Declaration on Value-Based Water Education
     
The SEAMEO Ministers Declaration on Value-Based Water Education was signed during the 39th SEAMEO Council Conference. Value-based Water Education highlights an innovative approach that seeks to impart information on water, sanitation, hygiene and also inspires and motivates learners for behaviour change with a view to promote wise and sustainable use of water and sanitation. The declaration was endorsed and signed by all the ten Ministers of Education. The Declaration establishes a seed fund through ADB and UN-HABITAT to support SEAMEO’s strategic implementation of the project in the region.
    ii) Formal Establishment of the SEAMEO Regional Training Centre
     
The Memorandum of Agreement on the formal Establishment of the SEAMEO Regional Training Centre in Vietnam and its Enabling Instrument were also signed during the 39th SEAMEO Council Conference. The Memorandum of Agreement was signed between His Excellency Prof Dr Nguyen Minh Hien, Minister of Education and Training of Vietnam and Dr Arief S Sadiman in behalf of SEAMEO.
     
The Enabling Instrument for the SEAMEO Regional Training Centre was also formally adopted by SEAMEO, signed by His Excellency the Minister of Education, Brunei Darussalam as President of the SEAMEO Council.
    iii) Agreement for Philippine Support for SEAMEO SEARCA
     
Having approved earlier the Seventh SEAMEO SEARCA Five-Year Development Plan for implementation during the 39th SEAMEO Council Conference, the Memorandum of Agreement between the Government of the Philippines and SEAMEO was signed during the Conference. The Agreement ascertains support by the Philippine Government as host to the SEAMEO Regional Centre for Graduate Study and Research in Agriculture (SEAMEO SEARCA) from 2004 to 2009. The Memorandum of Agreement was signed between His Excellency Dr Edilberto C De Jesus, Philippine Secretary of Education and Dr Arief S Sadiman in behalf of SEAMEO, and witnessed by the President and Vice President of the SEAMEO Council.
D. POLICY FORUM
 
The Policy Forum was conducted at Indera Kayangan Ballroom on 3 March 2004 from 1330 to1530 hours. The theme was “Thoughtfulness and Technology in Education.” Prof Dr Sim Wong Kooi was invited to present the lead Policy Forum paper and led the discussion among the delegates and other participants. A copy of the report on the policy forum is on Appendix X.
E. BILATERAL MEETINGS
 
Bilateral Meetings were conducted at Meeting Rooms I & II and Tungku Lounge on 3 March 2004 from 1600 to 1700 hrs. All SEAMEO Member Countries participated in the meetings.
F. CONFIRMATION OF IN-CAMERA AGREEMENTS
 
The 39th SEAMEO Council Conference In-Camera Session adopted the record of the In-Camera Agreements as prepared by the SEAMEO Secretariat.
G. REVIEW AND ADOPTION OF THE PLENARY SESSIONS DRAFT REPORT
 
The 39th SEAMEO Council Conference adopted the Draft Report of the Plenary Sessions.
H. CLOSING FORMALITIES
  1. Invited Closing Statement by His Excellency Mr Armindo Maia, Minister of Education, Culture, Youth and Sports of Timor-Leste
   
In his Closing Statement, His Excellency the Minister of Education, Culture, Youth and Sports of the Democratic Republic of Timor-Leste expressed his thanks and appreciation to His Excellency Pehin Dato Haji Abdul Aziz Umar, Minister of Education of Brunei Darussalam for the kind invitation to participate in the 39th SEAMEO Council Conference. The Minister of Education, Culture, Youth and Sports, Timor-Leste outlined the challenges being faced by his country in the field of education. The significance of Timor-Leste’s future participation in a regional organization dedicated to education and the development of human resources such as SEAMEO was also emphasized.
  2. Closing Remarks by the Chairperson of the 39th SEAMEO Council Conference
   
His Excellency, the Minister of Education, Brunei Darussalam and President of the SEAMEO Council, expressed, in his Closing Remarks, appreciation and thanks for the cooperation of all members of the SEAMEO Council and other participants.
   
His Excellency, as Chairperson of the 39th SEAMEO Council Conference, formally set on record his sincere thanks to the Member Countries, the Associate Member Countries, Affiliate Member, Donor Countries and Organizations for their continued support to SEAMEO and all its units. He further expressed hope that that the working collaboration and partnerships between SEAMEO and other institutions and organizations will be maintained and enhanced for mutual benefit.
   
His Excellency also reaffirmed his expectation that over the next year, the SEAMEO Secretariat, Centres and Network will focus their attention to the relevant resolutions adopted in the 39th SEAMEO Council Conference, particularly those that need follow-up actions. Recognizing that some matters pose greater challenges to the Organization than ever before, His Excellency wished everyone a successful year ahead.
   
His Excellency concluded his remarks by stating his hope for all delegates and participants to have a fruitful stay in Brunei Darussalam and a safe journey home.
