Your Excellency Mr President,
Distinguished heads of delegation,
Ladies and gentlemen,

On behalf of the Vietnamese delegation, I would like to express our gratitude to the Government and people of Brunei Darussalam, the Ministry of Education and His Excellency Mr Minister H E PEHIN ORANG KAYA LAILA WIJAYA Dato Haji Abdul Aziz Urnar for the hospitality and considerate preparation for the 39th SEAMEC Conference. I wish the President ail the best and success during his term of presidency.
I highly appreciate the great outcomes that His Excellency Dr EDILBERTO C DE JESUS. Secretary of Education of the Philippines has achieved during his past term of presidency. Ministry of Education and Training Vietnam regards his latest visit to Vietnam in as President of SEAMEC as of significance in fostering and accelerating the cooperation among SEAMEO members.
Your Excellency Mr President,
Ladies and gentlemen,
As part of the renovation process of Vietnam, the sector of education and training has brought about encouraging achievements. We have completed the national plan of actions on Education For All (EFA) Programme for the period 2003 2015. The goal of this programme is to consolidate the outcomes gained during the 90's of the past century towards building a learning society.
Although Vietnam has gained considerable success in economic development over the past almost two decades, it remains one of the poor countries in the world. The budget for education is still far from meeting that demand of the country. The quality and effectiveness of education, especially that of higher education, is still low compared to those of many other countries in the region as well as to the requirements of the process of modernization and industrialization of the country. While there is very high demand for learning and human recourse development serving socio economic development; the competency and resources to assure the quality of education is limited. The shortage of resources is the key challenge to the sector of education and training of Vietnam. In that context, we aim at further strengthening and widening co operation in the field of education and training with countries and international organizations, especially those in the region.
Ladies and gentlemen,
The globalization process requires mankind to solve many global problems which is vital to all individuals, communities and countries. Some of those are peace keeping; war prevention; racial and religion conflict avoidance; environment protection; population control; prevention of HIV/AIDS. crimes and epidemics from wide spread as having happened recently, such as SARS, birdflu,... We believe that education play the key role in raising awareness, responsibilities and capacities of present and future generations to co operate to solve the common problems we face.
The unprecedented development of science and technology has brought about enormous changes which exert significant influence on our life. The knowledge economy will no doubt be the tendency of the future which requires all the societies to improve their knowledge. With the demand for learning increase, it is more crucial than ever to assure resources and conditions to assure the quality of education in the first hand and eventually the quality of human resource. This is the key to improve the effectiveness and efficiency of socio economic development, the prerequisite for integration and raising the quality of life.
We highly appreciate the enormous tireless efforts that SEAMEO have been doing for the quality and equity of education in the region. We also believe that the SEAMEO Training Centres need to further foster their research efforts to as to find out new solutions in raising the quality and equity of education as well as putting new scientific and technological achievements into our life. Enhanced bilateral and multilateral co operation is believed to be one of the major measures in raising the quality and efficiency of education. It is also important for SEAMEO to launch initiatives and policies to narrow the development gap among its members.
Ministry of Education and Training Vietnam highly appreciate the results of co operation programmes brought about by SEAMEO to Vietnam. The signing of the agreement between the Government of Vietnam and SEAMEO on establishment of SEAMEO RETRAC in Vietnam and the approval of the proposal of the Ministry of Education and Training to host the 40th SEAMEC Conference in March 2005 have shown the support of the Government of Vietnam to the activities of SEAMEO and the affiliated centres. The Vietnam Ministry of Education and Training is committed to further care and investment for SEAMEO RETRAC. I trust the Centre will become a quality regional training centre, especially in the filed of education management.
Last but not least, Your Excellency Mr. President, I would like once again on behalf of the Vietnamese delegation to express our sincere thanks to the Government and The Ministry of Education of Brunei Darussalam and all those who have contributed to the success of the Conference. I personally also value the support made by Dr Arief S Sadiman, Director of SEAMES and his associates for their excellent work. I also thank the ladies and gentlemen who are members of Boards of Trustees and Directors of SEAMEO Centres for their impressed work that contributes to the cooperation relationships among SEAMEO family.
