Your Excellencies
Honourable Guests and Colleagues
Ladies and Gentlemen,
On behalf of the French Government and of the French Minister of Youth, National Education and Research, Mr. Luc Ferry, 1 would like to express our honour and great pleasure to participate in this 39th SEAMEO Council Conference.
May I take this opportunity to congratulate His Excellency Pehin Dato Haji Adbul Aziz Umar for being elected Chairman in this conference and President of the SEAMEO Council, and to also thank His Excellency Mr Edilberto C de Jesus for his invaluable achievements throughout the past year.
Ladies and Gentlemen,
For over thirty years, France has been an Associate Member of the South East Asian Ministers of Education Organization and since then the improvement of the quality of education in the region has become one of its main priorities. The bounds between my country and SEAMEO are characterized by an effective cooperation and relationship with its different Centres and its Secretariat. As to illustrate this successful collaboration, I would like to remind the performance of the SEAMEO France EQUIP programme in 2003.
France will strengthen its commitment with SEAMEO by offering its expertise and respond to different regional needs. Therefore, for this coming year, the French government will continue to support, by scholarships and financial contributions, the following projects that symbolize the on going partnership with SEAMEO:
  • The regional Master of Sciences in Food Industry at SEAMEO SEARCA;
  • The regional seminar "la Main a la Pate" with the French Academy of Sciences and the Nobel Price in Physics Dr Charpak at SEAMEO RECSAM;
  • The French speaking Olympiads at SEAMEO RELC;
  • The regional seminar in Engineering Sciences with the SEAMEO RIHED;
  • The joint activities programmes in history and tradition fields between the SEAMEO CHAT and EFEO French School of Far East.

Please allow me to conclude by expressing my sincere acknowledgement to the host of this 39th Council Conference, as well as my best wishes for further fruitful and successful discussions.
