The Honorable Minister of Education, Pehin Orang Kaya Laila Wijaya Dato Seri Setia Haji Awang Abdul Aziz bin Begawan Pehin Udana Khatib Dato Seri Paduka Haji Awang Umar, as Chairman of the Conference;
Excellencies, Ministers and Secretaries of Education of SEAMEO countries;
Distinguished delegates and observers, ladies and gentlemen.
Assalamualaikum Warahmatullahi Wabarakatuh
Alhamdulillah, on behalf of the Brunei Darussalam delegation and my own behalf, may I congratulate The Honorable Minister of Education, Yang Berhormat Pehin Orang Kaya Laila Wijaya Dato Seri Setia, Haji Awang Abd Aziz bin Begawan Udana Khatib Dato Seri Paduka Haji Awang Umar, Minister of Education, Brunei on his election as the new President of SEAMEO Council and Chairman of 39th Southeast Asian Ministers of Education Council Conference. We would also like to congratulate His Excellency Professor Dr Nguyen Minh Hien Minister of Education, Socialist Republic of Vietnam for being elected as the Vice President of SEAMEO Council. We would like to express our appreciation to His Excellency Dr Edilberto C de Jesus, the outgoing Chairman for his dedication and excellent leadership during the past year as SEAMEO Council President.
I join The Honorable Minister of Education, Brunei Darussalam and Chairman of the Conference in extending a very warm welcome to Your Excellencies, the Ministers of Education of SEAMEO Member and Associate Member countries, Heads of Delegation and Observers to Brunei Darussalam. I hope you will have a fruitful working trip and an enjoyable stay in Brunei. Our local Secretariat and Working Committee will do their best to make sure that you are well looked after.
Excellencies, ladies and gentlemen,
During the Opening Ceremony last evening, in his welcoming remarks, the Minister of Education emphasized the importance of SEAMEO to Brunei Darussalam. I do not wish to repeat what was said but I am confident SEAMEO as a prominent planner and provider of Human Resource Development in Southeast Asia will continue to become a vital organization in the region. Now, that SEAMEO has projected its professional image in the international and global areana, it has become a platform to boost regional and international cooperation in education, science, technology and culture.
Since the establishment of SEAMEO more than three decades ago, we have witnessed its many accomplishments, steady growth, expansion and fruitful collaboration not only among its Member Countries but also with Associate Member Countries other established international and regional organizations and institutions.
There is no doubt that with the continuous collaboration of all concerned, SEAMEO will continue to grow and progress. Nevertheless, SEAMEO will be facing increasing challenges brought about by the forces of globalization and liberalization. The new world order is even more complex and challenging. I hope this Conference will provide us with an avenue to address some of these challenges. SEAMEO should continue to review its vision and programmes in order to ensure sustainable educational development for the region.
From the standpoint of global and regional considerations, Brunei Darussalam remains a firm believer in SEAMEO's stance in terms of new, current and past action plans. SEAMEO has at its disposal, a pool of professional expertise in areas such as educational research and innovation, tropical medicine, science and mathematics, vocational technical education, agriculture, fine arts, archeology, history and linguistics from each of the Regional Centre in the Member States. It rests upon all of us to search for new ways to further improve the effectiveness and efficiency of these Regional Centres for the mutual benefit of all.
As in the past Conferences, it is gratifying to note the warmth and friendship that exist not only amongst Council members, but also amongst High Officials, officials of the Regional centres, networks and everyone attending the Conference. Such fraternity should indeed set the tone for a very amicable assembly of key officials in education which is an important prerequisite for a successful conference.
I am happy to be personally involved in this Conference for the first time and during the course of this Conference, I look forward to a productive and successful deliberation.
