A Brief |
| I. |
Objectives |
| |
The
general objective of the Special High Officials Meeting (SHOM) is
to encourage commitment among members of the meeting in implementing
this project. Specifically, it aims to: |
| |
1. |
revisit
the concept paper: Regional Cooperation on Quality and Equity in
Education in SEAMEO Member Countries; |
| |
2. |
gain
knowledge on Member Countries’ situations and experiences on quality
and equity in Education; |
| |
3. |
set the
criteria in selecting schools for the coalition of schools; |
| |
4. |
refine
the draft TOR of the Project Task Force; |
| |
5. |
map out
the project activities and timeframe; |
| |
6. |
determine
the project budget by activities and its sources; and |
| |
7. |
decide
on the roles and responsibilities of SEAMEO Member and Associate
Member Countries, SEAMEO Units, Donor Agencies and other education
stake holders. |

Expected
Outputs |

The expected
outputs of the meeting are the following:

A
consolidated report showing the Member Countries’ policies, projects,
innovations, and other experiences on quality and equity of education; |

2. |
Criteria
in selecting schools for the school coalition; |
| |
3. |
Terms
of Reference of the Project Task Force; |
| |
4. |
Project
activities and timeframe; |
| |
5. |
Project
budget by activities and its sources; and |
| |
6. |
Roles and responsibilities
of the stake holders.

| III. |
Participants |
| |
Participants
of the meeting shall be representatives from: |
| |
1. |
SEAMEO
Member Countries (at least one Education High Official and one education
expert from each Member Country). The High Official should be able
to decide at the meeting and the expert should have experience on
school management at the elementary and secondary level and on education
quality improvement and equity of access to education so that s/he
can assist her/his high official in planning the project activities
and selection of schools; |

Secretariat and SEAMEO Unit/s; and |

Donors/funding
agencies such as ADB, OXFAM, World Bank, etc.

| IV. |
Strategies |
| |
In
order to achieve the meeting objectives, following strategies shall
be employed: |

Documents
Preparation |

SEAMEO
Secretariat and MOE Thailand will prepare concept paper, draft TOR
of the Project Task Force, brief on the Special High Officials Meeting,
and other relevant documents for discussion and references. |
| |
2. |
Paper presentation
and Discussion. |
| |
|
A
high official from each Member Country will present a brief country
paper on Quality and Equity of Education in elementary and secondary
levels in his/her own country. Ten minutes will be allotted for
each country presentation. Thus the country paper shall cover: a).
Problems on quality and equity in education; b). Policies, projects,
activities and other experiences to improve quality and equity of
education; and c). Outcome or impact. This will be followed by discussion. |

In
addition, representative of Non-Government Organizations (NGOs)
will present a report on their current education programmes and
projects. |

The
budget for the meeting will be partially covered by SEAMEO Trust
Fund for Regional Cooperation on Quality and Equity in Education
in SEAMEO Member Countries. |

This
SHOM will be held on 29-31 May 2002 at Amari Orchid Resort, Pattaya,
Chon Buri, Thailand. |
