The SEAMEO IT Development Plan was approved during the 33rd SEAMEO Council Conference 1998.  Consequently,  the 22nd HOM 1999 recommended the setting up of a Task Force for the effective implementation of the plan.

During the Special Centre Directors and Strategic Planning Group Meeting 16-18 August 2000,  the SEAMEO IT Development Plan was discussed and several issues were targeted for evaluation.  The SEAMEO IT Development Task Force was then formulated.  VOCTECH Director was appointed as the Chair of the IT Task Force.

The SEAMEO IT Action Committee was established in 2002 to translate, work out the necessary action plan and see through its implementation in accordance with the recommendations proposed in the SEAMEO IT Development Plan

Since all the SEAMEO Units are involved, the CDM 2003 recommended that the IT Action Committee be institutionalized with the SEAMEO Secretariat as the Chair. Consequently, the ITAC's Terms of Reference were modified. The final approval was made at the 39th SEAMEC Conference in March 2004.

The CDM 2004 suggested that the review of the purpose and operational framework for the IT Action Committee should be deliberated in the next ITAC meeting.
