VOCTECH: ITS RESOURCES AND CAPABILITY

A) The Network Organization

VOCTECH or the SEAMEO Regional Centre for Vocational and Technical Education is one of 12 regional centres established by the Southeast Asian Ministers of Education Organization (SEAMEO). SEAMEO is a network organization which was founded in 1965 for the purpose of promoting cooperation among the Southeast Asian nations through education, science, and culture. Its member states include Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Singapore, Thailand, and Vietnam.

B) The VOCTECH Story

The Centre was officially established on 28 August, 1990, when SEAMEO signed a Memorandum of Understanding with the Government of Brunei as the host country. It was in 1986 that the idea of establishing a regional centre for technology was broached by the then Director of the Bangkok-based SEAMEO Secretariat (SEAMES), who discussed it with the Ministry of Education of Brunei Darussalam.

VOCTECH began its interim operation in 1990. In July 1994, it assumed its full functions as a regional resource for vocational and technical education (VTE) with the implementation of its first 5-year development plan (1994-1999).

C) The Centre’s Mission

The Centre is mandated to identify and help solve common problems within the nine SEAMEO member countries in the field of vocational and technical education. In pursuing its mandate, the Centre assumes three major roles:

Ÿ to act as a catalyst and innovator
Ÿ to act as a clearinghouse
Ÿ to serve as a resource centre

D) Goals and Objectives

In general, the Centre is guided by the key result areas set by the Council of Ministers as follows:

Ÿ To enhance programme quality and relevance.
Ÿ To improve financial results through increased revenue and cost control.
Ÿ To increase access to markets of programmes.
Ÿ To intensify linkages with national, regional, and international organizations.

The first five-year plan of the Centre focused on the development of management capabilities of the VTE systems of SEAMEO’s members states. The specific objectives for this planned period are as follows:

Ÿ To design and implement models of assessing staff development needs and innovative staff development programmes for the region’s public and private sectors.
Ÿ To institutionalize research and management information systems as major tools in decision-making.
Ÿ To produce and disseminate relevant information and other resource materials.
Ÿ To establish and strengthen consultation and collaboration linkages, with public and private sector organizations and institutions within and outside the SEAMEO member countries.
Ÿ To improve resource capability through acquisition of physical facilities, solicitation of technical assistance, staff recruitment, and engagement in income-generating activities to increase its services to member countries.

E) Organizational Structure and Staffing

The Centre is governed by a Board represented by all member countries and is headed by a Director. It has four major divisions. To date, the Centre has 44 staff including six international staff/VOCTECH specialists. The staff breakdown is as follows:
