D) Goals and Objectives In general, the Centre is guided by the key result
areas set by the Council of Ministers as follows: |
| Ÿ | To enhance programme quality and relevance. | |
| Ÿ | To improve financial results through increased revenue and cost control. | |
| Ÿ | To increase access to markets of programmes. | |
| Ÿ |
To intensify linkages with national, regional, and international
organizations. |
| The first five-year plan of the Centre focused
on the development of management capabilities of the VTE systems of
SEAMEOs members states. The specific objectives for this planned
period are as follows: |
| Ÿ | To design and implement models of assessing staff development needs and innovative staff development programmes for the regions public and private sectors. | |
| Ÿ | To institutionalize research and management information systems as major tools in decision-making. | |
| Ÿ | To produce and disseminate relevant information and other resource materials. | |
| Ÿ | To establish and strengthen consultation and collaboration linkages, with public and private sector organizations and institutions within and outside the SEAMEO member countries. | |
| Ÿ | To improve resource capability through acquisition
of physical facilities, solicitation of technical assistance,
staff recruitment, and engagement in income-generating activities
to increase its services to member countries. |

E) Organizational Structure and Staffing The Centre is governed by a Board represented
by all member countries and is headed by a Director. It has four major
divisions. To date, the Centre has 44 staff including six international
staff/VOCTECH specialists. The staff breakdown is as follows: |

F) Programs and Projects Since its formal operation in 1992, VOCTECH has organized a total of 43 courses (e.g., training courses, conferences, multi-sectoral fora, in-country courses) and special programmes, including the formulation of the first five-year plan and undertaking of some research projects. G) The Facilities The Centre maintains various training facilities, which include a conference hall, syndicate rooms, computer lab, library, cafeteria, an international house, and communication and transport support systems. In addition, the Centre is located in one of the top 10 places in Brunei Darussalam where people prefer to stay. It is safe, pollution-free, and accessible to commercial and shopping malls. PARTNERING IN HRD Potential Roles of the Centre The Centre, with its facilities and resources, has the capability to
organize programmes and projects related to managerial, technical, and
operation-level/skill manpower development. Through its Specialists and Training
Consultancy Divisions, it can engage and/or participate in HRD activities of EAGA in the
