Methodology
The
project management system that will be adopted for the implementation
of the CAE e-LEARN project will address the needs of a structure
with varying working cultures and level of involvement in the project
tasks. The success of the project and its smooth progress are dependent
on the set-up of a well co-ordinate and efficient management structure.
In
order to monitor the good process of the project, the consortium
has established three main kinds of management body:

a) |
Decision-making
body
There
are two levels in the decision-making structure:

Steering Committee
• Technical Office (Project Manager and Staff Team)

| |
|
The
Steering Committee: the upper level of management, composed
by one senior representative with decision-making capacity from
each project partner and the Project Manager. The Steering Committee
gives the strategic guidelines to the Project Manager and steers
the project at a high level, makes strategic decisions and it is
ultimately responsible for both reviewing deliverables and resolving
any potential conflict of interests occurring during the project’s
execution. The chairman of the Steering Committee will be the representative
of the applicant (UOC)
The
Technical Office, formed for the Project Manager and the
Staff Team is in charge of the overall project co-ordination, producing
timely results and building quality into the work process, such
as to meet satisfactorily the Commission's requirements. The main
responsibilities will be: to design and organise the overall project,
to supervise the plan and monitor performance, check coherence with
the work plan, to be in charge of key presentations and reports,
to liaise with the Commission services, and to be in charge of the
finances of the project. The Project Manager will report to the
Steering Committee.

b) |
Operative
body
The operative
body comprises technical experts from the Consortium organisations.
They will be able to define the best solution within the identified
constraints of the work packages, convince those with technical
responsibility in the Commission of the merits of the solutions,
take clear responsibility for the implementation of the selected
solutions, and attend to the audits to present results of corresponding
packages

c) |
Consultant
body
The
consultant body is composed of technical experts hired in order
to transfer their specific knowledge to the project. They must carry
out their tasks conforming to the work described in the project’s
work plan, and are specialists selected to assist the corresponding
work package Leaders. The profiles will vary according to the domains
and concrete phases of the project.
Procedures for internal evaluation
The
internal evaluation will consist in evaluating CAE e-LEARN project
in order to identify necessary enhancements to its service’s functions
and methods. The project understands by the evaluation of project
results the certification that the methodologies, prototype and
best practices developed in the context of the project do work when
applied. In this sense, the pilot test, taking place at SEAMOLEC
Office, will constitute the prime source of information for the
evaluation of the service. Likewise, evaluation will take place
during all the duration of the project and an evaluation plan will
be defined based on the quality criteria.
