The workshop was convened by the government of Malaysia in cooperation with the SEAMEO Secretariat.  This was in response to the decision made by the SEAMEO Council at its 30th SEAMEC Conference held in Kuching in January 1995.  The purpose of the workshop was to create strategic change within the organization to enhance its relevance and responsiveness to adapt and meet the demands and challenges of the changing environment.

and Health  of  SEAMEO Members and representatives of  Associate Member countries,
Governing Board members, SEAMEO personnel from all  Units as well as representatives from GTZ and UNESCO/PROAP
