Professor Dr Ida Bagus Oka: An experienced
administrator, academician
An Indonesian experienced administrator of higher educational institutions, assembly man,
academician and writer, in the person of Professor Dr Ida Bagus Oka, on 8
November 1986, assumed the post of Director-Designate of the SEAMEO Secretariat.
Professor Dr Oka, who is a doctor of medicine and pharmacist, was appointed by SEAMEC to
the SEAMEO Secretariat's top post at its 21st SEAMEC Conference held in Bandar Seri
Begawan, Brunei Darussalam from 23 to 25 January 1986.
The Director-Designate of SEAMEO Secretariat took over the directorship of the Southeast
Asian Ministers of Education Secretariat on 8 February 1987, after the incumbent Director,
Professor Dr Adul Wichiencharoen, retires on 7 February 1987.
As an academician, Professor Dr Oka has a long and distinguished career. Starting as
an Assistant Lecturer at Indonesia's University of Udayana in Denpasar, Bali, in 1962, he
rose to the post of Rector in 15-year time. He held this post until 1986.
In 1982, while still holding the rectorship of the university, he was appointed by his
Government to supervise the operations of 34 higher educational institutions. For
this he was designated Coordinator of Higher Educational Institutions Region VIII, which
consists of four states: Bali, West Nusa Tenggara, East Nusa Tenggara and East Timor.
The year 1982 was a significant one for Professor Dr Oka, as it was also the year that he
was hand-picked as a candidate in Indonesia's general Elections for a seat in the People's
Consultative Assembly: he was elected for a five-year term s Bali's representative.
As one of Indonesia's top academicians, Professor Dr Oka represented his country in
numerous meetings and conferences on higher education held within and outside Indonesia,
such as the WHO Conference. On Medical Training, convened in New Delhi, India, in
1976, during which he was elected as Conference Chairman; the International Development
Program (IDP) Meeting on Comparative Study in Management of Higher Education, Australia,
1983; Meeting of Directorate General of Higher Education, Australia, 1984; and Comparative
Study in Management of Higher Education, U S A, in 1984.
Professor Dr Oka, has written and published several books on higher education in Bahasa
Indonesia and English, such as: Participation of Society
in Institutions of Higher Education; Efek Depresan dari Diazepam dan Efek Kombinasinya
dengan Depresan yang Lain Pada Mencit; and Hasil Pembahasan atas
Makalah Tinjauan Suatu Rencana Induk Pengembangan Perguruan Tinggi di Kodya Palembang
Kopiertis Wilayah II.
For his services to his Government, Professor Dr Oka was awarded several decorations:
President of the Republic of Indonesia Medal for High Dedication to the Government;
the Ministry of Home Affairs Medal for High Participation, in the Implementation of the
General elections in 1982; Komando Daerah Militer XVI Udayana Medal for all assistance and Full Participation in the Activity of Karya Bakti in Bali; and for various activities in the field of higher education.
Professor Dr Oka was born in Denpasar on 16 April 1936. After completing senior high
school in 1955, he enrolled at the University of Air-langga and received his bachelor's
degree in 1958; his doctor of medicine degree in 1962; and his degree as pharmacologist in
1965. He is married and has seven children.
