| At the initial meeting of
the Ministers of Education, or their representative from Laos, Malaysia, Philippines,
Singapore, Thailand and Vietnam with Mr Eugene Black in Bangkok, November 30, 1965, it was
decided to establish an ad hoc secretariat "to prepare project proposals" for
the consideration of the Ministers at a subsequent meeting. The Royal Government of
Thailand made available the services of three staff members (later increased to five) of
the Educational Planning Office of the Ministry of Education to serve without compensation
as director and members of the temporary secretariat.
His Excellency Mom Luang Pin Malakul, Minister of Education,
Thailand, who hosted the meeting of the Ministers with Mr Black, acting in the interests
of the Ministers and as unofficial chairman of the Ministers in concert, appointed
Dr Kaw Swasdi-Panich, Director of the Educational Planning Office, to serve as Director of
the Secretariat.
