Workshop on Administrative Service
19-21 June 2000
Krungsri River Hotel
Ayutthaya, Thailand

The Workshop on Administrative Service was conducted at the Krungsri River Hotel, Ayutthaya, Thailand, during 19–21 June 2000. There were a total of 28 participants attending the Workshop, which included 27 participants from the SEAMEO Centres and the Secretariat and 1 participant from the Ministry of National Education, Indonesia. The Workshop was led by Dr Kanjana Watanasuntorn, Assistant Professor, Sukhothai Thammathirat Open Universe and currently IT Consultant of the Secretariat and Professor M. Radhakrishna, Expert in Computer Science and former Faculty Consultant of the Colombo Plan Staff College for Technician Education.

The Workshop was intended to introduce the participants to the following ideas and concepts:

1. Performance enhancement through effective communications, time management, team building, MIS and decision support systems.

2. Engineering/reengineering to change the organisations.

3. The applications of IT that are relevant to their area of responsibilities and be able to apply them to their work environment.

4. Performance Appraisal System: Tools and Techniques.

The first two days of the Workshop was convened in Ayutthaya. The Workshop activities started with the review of the functions of administrative services followed by the presentation of the key concepts by the Resource Persons on information – tools and techniques to make them available to users; planning and monitoring of activities and project/activity/performance/staff appraisal – tools and techniques. Due to the tight schedule, a brief introduction was made on the topics of reengineering the Organization. After the presentation of the lead topics, the participants were formed into groups for the syndicate session whereby they were assigned to plan and develop the information system for various applications, namely, within the SEAMEO units, between SEAMEO unit and its clients and between the SEAMEO units and the SEAMEO Secretariat. There were presentations of group assignments after each syndicate session, after which the Resource Persons have provided their comments and recommendations for possible improvement. The participants were encouraged to carry on the proposals developed during the Workshop and to put them into practice, if possible.

In addition to the lecture/discussion and syndicate sessions, the participants have visited the Economic and Social Commission for Asia and Pacific (ESCAP) at the UN Building in Bangkok on 21 June 2000 where they were given an overview of the personnel administration system and the system of allowances, benefits, welfare, post classification, recruitment, promotion, transfer and assignment in the United Nations system. The final presentation of the group assignments and the closing ceremony was held at the SEAMEO Secretariat in Bangkok.
