Announcement of the SEAMEO SONG Angklung Contest Awardees

The Southeast Asian Ministers of Education Organization (SEAMEO) and SEAMEO Regional Open Learning Centre (SEAMEO SEAMOLEC) would like to congratulate all awardees and express appreciation to all schools who participated in the SEAMEO Song Angklung Contest.

Appreciation is also extended to the Ministries of Education of Southeast Asian countries, SEAMEO Regional Centres and Educational Development Agencies who contributed and supported this SEAMEO Song Angklung Contest Award.

Details of SEAMEO Song Angklung Contest

1. Introduction

The angklung is a musical instrument made of two to four bamboo tubes suspended in a bamboo frame and bound with rattan cords. The tubes are carefully whittled (carved with small incisions) and cut by a master craftsperson to produce certain notes when the bamboo frame is shaken or tapped. Each Angklung produces a single note or chord, so several players must collaborate in order to play melodies.(1)

It is one of the most popular and common musical instruments found across Southeast Asia. It originated in what is now the West Java and Banten provinces of Indonesia and it has been played for many centuries. In 2010, UNESCO officially recognized the Indonesian angklung as a “Masterpiece of [the] Oral and Intangible Heritage of Humanity”.(2)

Angklung Ensembles

The angklung is a unique musical instrument in the Southeast Asian region and playing it in an orchestra setting requires skilled cooperation and coordination among musicians. Playing this instrument promotes values of teamwork, discipline, responsibility, mutual respect, concentration, the development of imagination and memory, as well as artistic and musical feelings.(1) Many schools in Southeast Asian countries have included the angklung as part of their musical curriculum and co-curricular activities in order to promote the aforementioned skills and to develop the values of students.

On the special occasion of the 50th Anniversary of SEAMEO, the SEAMEO Secretariat in collaboration with the SEAMEO Regional Open Learning Centre (SEAMEO SEAMOLEC), Indonesia have jointly organised a regional musical contest titled the “SEAMEO Song Angklung Contest”.

2. Objectives of the Contest

The contest aims to:

  1. Celebrate the SEAMEO 50th Anniversary by promoting the Southeast Asian identity and appreciation of cultural heritage through a common and unique musical instrument in Southeast Asia, called “Angklung”
  2. Promote the necessary values and skills of Southeast Asian students such as cooperation, harmonisation, responsibility and creativity which will better equip them for 21st century challenges and ASEAN integration.
  3. Enhance digital learning and the ICT skills of students by utilising mobile technology and learning how to produce a video.

3. All primary and secondary schools in Southeast Asia are invited to participate.

All primary and secondary schools in 11 Southeast Asian countries – namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Vietnam – are invited to participate in this contest.

4. Contest Categories

The school is free to choose the category in which they would like to participate. The contest consists of two categories:

  1. A traditional angklung performance, and;

  2. A digital angklung performance through the use of an android smart phone.



    Schools/students need to download the “digital angklung application” (for the android smart phone) from Google play. The Angklung application example can be found by typing in the search term "Sundanese Instrument" in Google play.

The school entries must include the following two songs. The length of the performance should be a maximum of 3.5 minutes per song.

The organisers will provide certificates of recognition to all participating teachers and students from winning schools. Certificates of participation will also be provided to all entrants who complete qualified performances. (One certificate per school.)

7. Judging Criteria

  1. Number of viewers on the YouTube channel. (20%).

    The shortlisted video will be published on the YouTube channel between 1-31 October 2015 (Please see further details in point 10 “evaluation procedures and important dates”).

  2. Evaluation from the Judging Committee (80%)
    2.1) Music
    • The sound of the angklung;
    • Song arrangement;
    • Intro, interlude and coda.
    2.2) Video
    • Performance;
    • Playing composition, stage blocking and movement;
    • Aesthetics of the video;
    • Teamwork and cooperation;
    • Creativity.

8. Video Submission Guidelines
.

To participate in this contest, participating schools should submit a video clip of their angklung performance in accordance with the following submission guidelines:

  1. The last day for submissions of video clips is Friday 18 September 2015. The school must ensure that the SEAMEO Secretariat receive their video files before, or by 18 September 2015.
  2. To submit the video clips, the school must include a completed entry form.

  3. The school is free to choose the category in which they would like to participate: a traditional angklung performance; and/or a digital angklung performance.
  4. Each school can submit a maximum of 1 entry for each category.
  5. A combination of traditional angklung and digital angklung in one performance will not be assessed and considered by the Evaluation Committee.
  6. For the digital angklung performance, the school has to download the “digital angklung application” for the android smart phone from Google play. The Angklung application example can be found by typing the search term "Sundanese Instrument" in Google play.
  7. Each category must include two songs: 1) The SEAMEO Song (“Building the Future, the SEAMEO Legacy”); and 2) an international/local popular song of their own choice.
  8. Each performance of both categories should consist of a maximum 25 persons which can be mixed with different educational levels/ages of student. The 25 persons should include the players of two (2) other local musical instruments such as the drum, gong, xylophone, flute, etc. The school is free to choose two other local musical instruments.
  9. A vocal sound/singer is optional.
  10. The length of the video clip should be a maximum of 3.5 minutes per song, or 7 minutes in total (2 songs).
    • A short introduction of the group/school must be included in the video clip. This should be no longer than 15 seconds in duration. The introduction of the performance should include the school’s logo, school name, country, and the SAMEO 50th anniversary logo.

  1. Requirements of the video file:
    1. The video file must be submitted in mp4 format only.
    2. Each video file should NOT exceed 100 megabytes (100 MB) in size. The resolution of each file should be at least 480p (640 X 480 pixel for 4:3 ratio, and 854 X 480 pixel for 16:9 ratio)
    3. For best viewing experience, it is recommended to use 16:9 ratio while producing the video.

9. How to Submit the Video Clips

Schools can submit video clips for both categories to the SEAMEO Secretariat by the following two ways:

  1. Email: Submit the completed entry form with a Dropbox or Google video clip download link sent to the following email address: This e-mail address is being protected from spambots. You need JavaScript enabled to view it.
  2. Postal Service: Submit video clips by sending a compact disc (CD) or handy drive together with the completed entry form to the SEAMEO Secretariat by post. Please protect the CD from damage by wrapping it in bubble wrap. The printed version of the completed entry form should be included in the package.

10. Evaluation Procedures and Important Dates
 
Activities Schedule
  1. Last day for Submission of Video Clips
Friday 18 September 2015
The school must ensure that the SEAMEO Secretariat receive video files before or by 18 September 2015.
  1. 1st Evaluation by the Screening Committee
19- 30 September 2015
All entries submitted to the SEAMEO Secretariat will be assessed and shortlisted by the committee between 19-29 September 2015.

By 30 September, all participating schools will be informed about the results from the 1st evaluation.
  1. Publishing on the You Tube Channel and Viewing by the Public
1 - 31 October 2015
Only shortlisted videos will be published on the YouTube Channel.

The number of viewers of each shortlisted video will be accumulated from 1 to 31 (24.00 hrs) October 2015.
  1. 2nd Evaluation by the Judging Committee
1- 30 November 2015
All shortlisted videos on the YouTube Channel will be assessed and evaluated by the judging committee which comprises musical experts and representatives from SEAMEO centres.
  1. Announcement of the Winning Schools
9 December 2015
The results from the viewing numbers and the 2nd Evaluation will be announced on the SEAMEO website
