National Council
A country may establish a national council consisting of representatives
from each member institution. It may carry out programs approved by the
General Conference and the Adminstrative Board and, subject tu approval
by the Administrative Board, the council may initiate local activities.
It may receive and retain funds, subject to the Board's approval.
National councils have been set up in Indonesia, Malaysia, the
Philippines and Thailand, where therc exist a large number of member institutions.
