Technical Consultation Meeting on SEA-MOOCs Network Course in Southeast Asia Towards Global Digital Literacy

The Technical Consultation Meeting of SEA-MOOCs focus on Global Digital Literacy using OERs and MOOCS in Southeast Asia had been conducted on 26-27 October 2018 in Hanoi, Vietnam. The meeting aimed to provide updates on the use of OERs in Southeast Asia; develop and share strategies to develop Global Digital Literacy course using OERs; discuss plans of actions on the course development and advocacy as well as to discuss and agree on the proposed content of the GDL and its course award modality.

In the meeting, the University of the Philippines Open University (UPOU) presented the result of the desk review regarding to the existing Open Educational Resources (OER) and Massive Open Online Course (MOOC) that had been initiated in some Southeast Asian Countries. This research was a way to look at the efforts and readiness of countries in Southeast Asia in developing OER and applying it in the context of the application of ICT into teaching and learning process.

 

During the meeting the fruitful discussion generates the agreement to develop the SEA-MOOCs on Global Digital Literacy which consist of nine modules entitled Digital Health & Wellness; Digital Security by SEAMEO SEAMOLEC; Digital Rights and Responsibilities; Digital Literacy; Digital Law; Digital Access; Digital Commerce; Digital Communication; and Digital Etiquette. These modules would be developed by institutions that are experienced in developing MOOC such as SEAMEO SEAMOLEC, SEAMEO INNOTECH, SEAMEO RETRAC, Hanoi Open University (HOU), University of the Philippines Open University (UPOU), Sukhothai Thammathirat Open University (STOU), and Universitas Terbuka (UT).

 

The SEA-MOOCs on Global Digital Literacy will be a free two-month course that can be taken by any teachers in Southeast Asia and beyond. It will be developed by using Open EdEx machine assisted by SEAMEO SEAMOLEC. The characteristic of the MOOC will be self-learning course with the assessment in each module to determine the passing grade of the learner. This course will help the teachers to develop a fundamental understanding the norms of appropriate, responsible behavior with regard to technology use.   The modules will help them learn the essential skills to begin computing with confidence, be more productive at home and at work, stay safe online, use technology to complement their lifestyle, and consider careers where they can put their skills to work.
