Second Phase (Intervention Study): Online Mode

Adopting 21st Century Curriculum is one of the SEAMEO Priority Areas No. 7 of Education Agenda 2015-2035 that has been agreed by Ministers of Education of Southeast Asian countries and subject to be integrated in their national education framework. In addition, this priority is also focus on the collaboration to enhance regional education development. To conceptualize this mandate, SEAMEO Secretariat, under Inter-Center Collaboration programme has encouraged SEAMEO QITEP in Science, SEAMEO QITEP in Mathematics and SEAMOLEC to conduct a programme to formulate regional standards in teaching and learning particularly in Science and Mathematics that suits to Southeast Asia context, conditions and values in the form of Open Distance Learning (ODL) and Open Education Resources (OER). The program is a multi-years and consist of several phases.

The First Phase of Diagnostic Test as base line study had successfully conducted in 2015-2016 participated by 10 SEAMEO member countries, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Timor Leste, Thailand and Vietnam. The test targeted students were in grade 5, grade 8 and grade 10. The aim of the test was to determine Southeast Asia students’ readiness and cognitive level when the 21st Century Curriculum principles implemented in their teaching and learning process particularly in Science and Math. The results showed that there was irregular trend of students’ achievement among SEAMEO member countries. According the study, the students in these grades mostly were “not ready” and having lower order thinking skills of cognitive level. However, for the grade 8 students mostly were “ready” in Science subject which indicating by Higher Order Thinking Skills (HOTS) of cognitive level. Field observations reported that several schools that have assigned by the Ministry of Education in respective countries have not adequate IT infrastructure to support the adoption of 21st century curriculum in which digital literacy become one of fundamental skills for students to thrive in their future. The First Phase has been reported during SEAMEO High Official Meetings 2016.

In 2017, the SEAMEO Team will conduct the Second Phase of Intervention Study which will give basic information to formulate the effective concept of improvement. In this regard, the data from the First Phase will become references to set up the mechanism of the intervention study. Therefore, the blended model will be applied in implementing the Second Phase of Intervention Study on 2017-2018. It is expected that all SEAMEO member countries will be participate as proposed during the SEAMEO High Official Meetings in 2016. The SEAMEO centres that will be involved in this phase are SEAMEO QITEP in Science, SEAMEO QITEP in Mathematics, and SEAMEO SEAMOLEC.

In the fiscal year 2017, the Intervention Phase will be conducted in online mode and consist of teacher training, class teaching practice and student test on Science and Mathematics. The content will be taken from Common Core Curriculum Regional Learning Standard on Science and Mathematics develop by SEAMEO RECSAM which consist of themes that available in all SEAMEO member countries. Science Technology Engineering and Mathematics (STEM) approach as learning model will be introduce in teaching and learning process that apply Higher Order Thinking Skills (HOTS) principles.

The intervention study has objective as follows:
  1. To provide quality teachers’ Continuing Professional Development (CPD) workshops through blended model;
  2. To promote a strategic change in Science and Mathematics education by developing and disseminating “proper” teaching processes through virtual class incorporating blended learning activities;
  3. To incorporate new skills including critical thinking, technology and entrepreneurial that may enhance digital competencies among students and prepare them with the 21st century employable skills.

To achieve the objectives, the intervention study will apply blended model. The online model will be marked as first activity and exercise in 2017 prior the face-to-face model implemented in 2018. Predefined criteria of the sample will be illustrated as follows:

  1. The target of the study
    • 10 (ten) primary schools and 10 (ten) lower secondary schools (the sample schools in First-Phase of Intervention Study included, Appendix 1)
    • 1 (one) teacher each in Science, Mathematics, and IT
    • 40 (forty) students each in grade 5 and grade 8
    • conducted in 11 SEAMEO member countries
  2. The activities of intervention phase will cover:
    • Teacher Trainings
    • Class Teaching Practices
    • Student Tests
  3. The teacher trainings and student tests will be carried out by Online and for the teacher trainings will be conducted in English while class teaching practice and student test will be conducted in local language.
  4. The criteria of the samples

    The school’s criteria:

    1. Have adequate IT infrastructure that support the online mode
    2. Willing to participate the whole process of intervention study both online and face-to-face model
    3. Give permission to teacher to participate in teacher training and practice in the class which monitored by the SEAMEO team
    4. Give permission to student for having test both prior and after the teaching practice
    5. Give permission to the SEAMEO team to install the program that will be utilized during the intervention phase
    6. Give access to the SEAMEO team to conduct field (school) survey and obtain relevant information as part of data collection
    7. The schools that involve in online mode in 2017 must involve in face-to-face mode in 2018

    The teacher’s criteria:

    1. Have adequate English proficiency
    2. Taught a class that enable to conduct teaching practice after the training
    3. Willing to involve in the whole process of the training (blended) in time given and implement the teaching practice using the teaching approach that have been determined by the SEAMEO experts
    4. Willing to send report during the teaching practice (photo and video record) through the link provided by SEAMOLEC
    5. Willing to participate in online mode for 2017 and face-to-face mode in 2018

    The student’s criteria:

    1. In grade 5 and grade 8 when the intervention study conducted
    2. Participate in the teaching process during the time given
    3. Willing to take the test (pre and post) using the item test that develop by the SEAMEO experts
  1. The target of the study (samples) will be assigned by the Ministry of Education of respective countries based on the criteria provided. In this regards, the SEAMEO Secretariat will distribute the formal letter to the Ministers of Education request to participate in this study. The intervention study will be conducted by SEAMEO teams upon approval of the Ministry of Education.  Considering the time constraint, SEAMEO Secretariat would utilize all potentials networks and scheme such as inviting SEAMEO School Networks as the target schools that fit with the criteria mentioned, SEAMEO center in respected country monitoring the process and give necessary assistance to ensure that the Intervention Study run effectively.
  2. The activities of the Intervention study will be as follows:
    • The programme started with Teacher Trainings in Science, Mathematics, and IT as this program will utilize IT heavily. SEAMOLEC will develop guidelines book to help the teachers, students, and schools enable to involve in this programme.
    • IT training will be conducted on 29-30 September 2017 and continue with other trainings (Science and Mathematics) that carried out on 2-6 October 2017.  All the training materials will be available prior the training in the format of video series for each subject.  There will be Video Conferences (twice for each subjects) with the SEAMEO experts to anticipate the problems that probably occur during the online training. These sessions are carried out by using ask-question method. Teacher can ask any problems, concerns related the materials in video teaching. The time of the video conference as follows:

    • Class teaching practice will be conducted by all teachers that have been trained.  They have to fulfill teaching in 1 (one) class only during school hours for 2 weeks started from 16 October to 27 October 2017. During the teaching practice the teacher shall take picture or video recording that cover the situation of the teaching practice. This documentations submission by via email as follows:
      • Mathematics   :
        Science           :
    • Student test will be conducted to examine the effectiveness of this model, the student will perform pretest and posttest on Science and Mathematics during the class teaching practice. The test items will be developed by the SEAMEO experts and will be delivered online. The pretest will be given on 10 October and posttest on 7 November 2017.
    • During the intervention study phase there will be instruments or interview to the samples targeted via online and video conference. All data and information collected will be use as the basic information to set-up the Intervention Phase in face-to-face mode in 2018, where SEAMEO team will have officially visit the schools that have participated in online mode. In addition, the result of the intervention study online mode will be reported in the next SEAMEO High Official Meeting 2017 in Bangkok. In this regards, support is requested from the Ministry of Education of SEAMEO member country to ensure this study can be carried out effectively and become the valuable reference to establish an evidence based decision making on education policy that address the 21st Century Skills.

The certificate for schools, teachers and students will be given for full-participation only in the whole implementation process. SEAMEO Secretariat will also provide the award for each $250 for the top 4 (four) of best performance schools with the criteria as follow:

  • Cooperative and ease of coordination (20%)

  • Overcoming challenges of implementation (15%)
  • Providing balanced reporting on class teaching practice (25%)
  • Performance of students (20%)
