Indonesia hosts 49th SEAMEO Council Conference
and Strategic Dialogue for Education Ministers (SDEM) on Education Agenda 3

The Republic of the Indonesia, through its Ministry of Education and Culture, will host biennial conference of Southeast Asian Education Ministers – the 49th SEAMEO Council Conference (SEAMEC) and Strategic Dialogue for Education Ministers (SDEM) on Education Agenda 3, on 24-27 July, 2017 at the Hotel Mulia Senayan, Jakarta, Indonesia. 

Approximately 200 participants from 14 countries – comprising education ministers, high-level government education officials, and representatives from international organizations – from the eleven SEAMEO Member States, Associate Members, Affiliate Members, and partners are expected to attend the Conferences.

The back-to-back conferences aim to foster stronger cooperation on education among Southeast Asian countries and beyond.  High on the agenda of the 49th SEAMEO Council Conference is the inauguration of the establishment three new SEAMEO Centres in Cambodia, Indonesia and Lao PDR namely SEAMEO Regional Centre for Technical Education Development (SEAMEO TED), SEAMEO Regional Centre for Early Childhood Care Education and Parenting (SEAMEO CECCEP) and SEAMEO Regional Centre for Community Education Development (SEAMEO CED). It is expected the establishment of three new Centres can accelerate the progress in providing quality Education for All (EFA) in Southeast Asia.

An important highlight of the conference is a Strategic Dialogue for Education Ministers (SDEM) on Education Agenda 3 with this year’s theme “Progress on the Implementation of the SEAMEO Education Agenda: Towards the Achievement of Sustainable Development Goal No 4. “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all””.

The SEAMEO Council, the Organization’s governing body, is composed of the 11 Ministers of Education of the SEAMEO Member Countries.  SEAMEO is an international and regional intergovernmental organization whose members are Brunei Darussalam, Cambodia, Indonesia, Lao Peoples Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Vietnam. It has 21 specialist Regional Centres in Southeast Asia.

SEAMEO collaborates with international and global organizations like UNESCO, UNICEF, UN-HABITAT, GIZ, DAAD, and the ASEAN Secretariat.  It is also supported by its Associate Member Countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Spain and United Kingdom. The International Council for Open and Distance Education, Tsukuba University, British Council and China Education Association for International Exchange (CEAIE) are Affiliate Members. The headquarters of SEAMEO is located in Bangkok, Thailand.

BACKGROUND INFORMATION

The SEAMEO Council Conference

The SEAMEO Council Conference is the biennia meeting of the Council of the Southeast Asian Ministers of Education Organization consisting of education ministers of the 11 SEAMEO Member Countries, namely, Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam.

The Conference is attended by the Ministers of Education of SEAMEO Member Countries, representatives of SEAMEO Associate Member Countries, Affiliate Members, SEAMEO Regional Centre Directors, SEAMEO Secretariat; and officials and observers from donor agencies and international organizations.

The Objectives of the Conference

  1. To serve as a forum for discussion of policy and regional initiatives on education, science and culture
  2. To set directions of programmes and projects of SEAMEO and its Units
  3. To review programmes and activities of the Organization

The SEAMEO Council Conference is convened once in two years. The Conference is hosted by the Member Countries on a rotation basis (Thailand, Philippines, Brunei Darussalam, Vietnam, Singapore, Indonesia, and Malaysia). Other Member Countries could also offer to host the Conference.

The In-Camera Session
This is a closed meeting attended by Head of Delegations and designated High Officials.  The Session discusses critical and confidential issues.

Plenary Sessions
These are open sessions attended by Heads of Delegations, High Officials, Affiliate Members, Regional Centre Directors, key personnel of SEAMEO Units, and partners/observers. 

Strategic Dialogue for Education Ministers on Education Agenda 3
This is a themed session that aims to engage the SEAMEO Council in a discussion to revisit the progress made in implementing the SEAMEO Education Agenda and to determine the ways forward with the Education Agenda imbedded in the plans and programmes of SEAMEO Secretariat, the 21 SEAMEO Centres and fostering stronger collaboration with the Ministries of Education of member countries, associate members, affiliate members, relevant agencies and partners.  The dialogue is expected to conclude with some directives from the Education Ministers on relevant action of SEAMEO Education Agenda and Seven Priority Areas for SEAMEO to pursue.  This year’s theme is “Progress on the Implementation of the SEAMEO Education Agenda: Towards the Achievement of Sustainable Development Goal No 4. “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all””.

Bilateral Meetings – Bilateral meetings between delegations are organized upon request by SEAMEO Member Countries during the Conference.
