39th High Officials Meeting
SEAMEO to Hold Meeting of High-level Education Officials
of 11 Southeast Asian Countries

Bangkok, Thailand 15 November 2016 – The Southeast Asian Ministers of Education Organization (SEAMEO) will hold the 39th SEAMEO High Officials Meeting from 15 to 17 November 2016 at the Amari Watergate Hotel, Bangkok, Thailand which will bring together SEAMEC President, Vice Ministers, Permanent Secretaries, Director Generals and other 11 high-level education officials from the SEAMEO Member Countries to discuss important issues on education, science and culture.
Highlight on the meeting’s agenda are issues pertaining to SEAMEO programmes and projects in support of SEAMEO seven education priority areas in Southeast Asia and other agenda items such as a regional assessment of learning outcomes in grade 5 children aimed at informing policies and ensure all children achieve meaningful learning outcomes called as SEA-PLM. It also aims to discuss significant changes in consolidating information related to the 21 SEAMEO centres, where all products and results are compiled and that can be used and retrieved for regional community.
More than 100 participants are expected to attend the 39th SEAMEO High Officials Meeting. SEAMEO Member Countries, Associate member countries, Affiliate Members, SEAMEO Centres, and development partners will be part of this high-level SEAMEO meeting.
The Minister of Education of Thailand, H E General Dapong Ratanasuwan will grace the opening ceremony of the plenary session on 15 November 2016. In his opening address, he is expected to give emphasis on the critical role of education in promoting a better quality of life for children and young people of the Southeast Asia region, and how SEAMEO Member Countries could work as a family in reaching SEAMEO Strategic Plan and the vision of Golden SEAMEO.
The SEAMEC President will also present the Ki Hajar Dewantara Award which is a biennial award conducted by SEAMEO QITEP in Science, to honour and appreciate the Science teachers in Southeast Asia who have dedicated their lives and effort to bring the teaching and learning process up to an excellent level.
The High Officials Meeting is an annual event of SEAMEO that serves as a forum for the discussion of priority issues on education in Southeast Asia. Education leaders also deliberate on plans and accomplishments in education cooperation in the region. Indonesia is expected to chair the 39th SEAMEO High Officials Meeting.
The result of the 39th SEAMEO High Officials Meeting will be submitted to the SEAMEO Council, the highest governing body of SEAMEO and consists of the education ministers of the 11 countries of Southeast Asia. The next meeting of the SEAMEO education ministers dubbed as the 49th SEAMEO Council Conference will be hosted by the Government of Indonesia in Malang in May 2016.
The SEAMEO Secretariat which is based in Bangkok, Thailand organizes the 39th SEAMEO High Officials Meeting in cooperation with the Ministry of Education of Thailand.
The Southeast Asian Ministers of Education Organization (SEAMEO) is a regional intergovernmental organization established in 1965 among governments of Southeast Asian countries to promote regional cooperation in education, science and culture in the region. SEAMEO member countries are Brunei Darussalam, Cambodia, Indonesia, Lao Peoples Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam. It has 21 Specialist Regional Centres in Southeast Asia.
SEAMEO’s mission is to enhance regional understanding, cooperation and unity of purpose among member countries for a better quality of life through the establishment of networks and partnerships, the provision of fora among policy makers and experts, and the promotion of sustainable human resource development. This is made possible through the 21 specialist institutions of SEAMEO.
SEAMEO collaborates with global and international organizations like UNESCO, UNICEF, Asian Development Bank, ASEAN and others in the execution of its mandate which is the promotion of cooperation in education, science and culture. It is also supported by its associate members, namely Australia, Canada, France, Germany, Netherland, New Zealand, Spain and United Kingdom. The International Council for Open and Distance Education (ICDE), Tsukuba University, Japan, British Council and China Education Association for International Exchange (CEAIE) are Affiliate Members. The headquarters of SEAMEO is located in Bangkok, Thailand.
